Fire: Cause of DAC: Revenues have increased

The cause of the fire is
under investigation by the
insurance agency, State
Farm, said Polk No. 1 Capt.
Mike Rusher.
The house was already
heavily involved when fire-
fighters arrived on scene at
about 3:42 p.m.
About 15 firefighters re-
sponded and seven units,
including help from Dallas
Fire & EMS.
“The fire was in the rear
of the structure and in the
kitchen,” Rusher said. “It
took us about 20 minutes to
extinguish the fire and we
were on scene until about
8:55 p.m.”
The heat of the day
played a role in battling the
blaze, Rusher said.
“Our people can’t work
very long in the heat, so we
had to have firefighters to
relieve the firefighters that
were working.”
The family and their
puppy went to live with
relatives in town, Rusher
said. A gofundme account
has been set up to help
with expenses under
Amador House Fire.
Rusher said it is critical
to dispose of flammable
chemicals properly, in-
cluding any rags used with
flammable chemicals.
“Oily rags wadded up
and set down somewhere,
the oil builds up heat,”
Rusher said. “It’s a sunny
day, and if they’re outside,
they can combust.”
A second fire on Friday
also displaced residents in
an apartment on C Street.
Rusher said the cause of
that fire appeared to be
overloaded outlets in the
kitchen.
When firefighters ar-
rived at the apartment
f i re, Ru s h e r s a i d t h e
flames had been knocked
out, but it wasn’t com-
pletely extinguished.
“We had to open up a
wall to check for (fire) ex-
tinction, and evacuate the
smoke, ventilate the build-
ing to get the smoke out of
the apartments,” he said.
The American Red Cross
provided aid for the resi-
dents of the C Street apart-
ment fire, Rusher said.

“The thought was at that
point that the revenue that
was generated through mem-
bership, sales and all that,
plus the operating levy would
have covered the whole cost
of operating the facility,”
Locke said. “Of course, the
operating levy did not pass.
The council was still obligat-
ed to move forward with the
general obligation bond to
construct the facility.”
He found record of council
discussions at the time of
possibility dedicating fran-
chise fees to make up the dif-
ference, but no action was
taken.
He said a number of chal-
lenges have increased the
cost of running the facility,
including attendance in-
creases and this year, the
minimum wage hike, costing
an estimated $9,000.
Currently, the center has
1,100 members (up from 200
in 2000) and overall atten-
dance grows about 5 percent
each year. In 2015, total visits
numbered more than
120,000.
More people requires
more staff, Locke said, to
keep up with safety stan-
dards. On the flip side, more
visits have increased rev-
enue, which has been grow-
ing steady since 2011. This
fiscal year’s budget estimates
$465,000 in revenue, up from
$458,000 last year.
The facility also has a pre-
ventive maintenance plan in
place, which costs more than
what other centers do, but
Locke believes it saves
money in the long run.
“One of the things that I’m
coming to discover is de-
ferred maintenance in a fa-
cility like that…you just can’t
do it and get away with it for
any cost,” he said. “As soon as
something breaks, some-
thing closes.”

center will pay off a loan for
energy efficiently improve-
ments that will lower expens-
