Call center makes list for
fastest growing company
INDEPENDENCE — FCR, a provider of out-
sourced live agent call center and business
process solutions, announced Monday it made
the Inc. 5,000 list for the fastest growing private
companies in the United States.
Each year, Inc. magazine ranks the fastest-
growing private companies in America. The list
was first created in 1982 to celebrate those com-
panies.
FCR came in at No. 2,141, moving up 765 slots
from the previous year.
FCR is headquartered in Roseburg, with its
newest office in Independence.

MINET board discusses
code of conduct, bylaws
INDEPENDENCE — The Monmouth-Indepen-
dence Networks board of directors met in a re-
treat work session on Aug. 17 to discuss passing
bylaws, a code of conduct for board members
and board policies.
MINET administrator Marilyn Morton present-
ed the board with bylaws based on the intergov-
ernmental agreement that created MINET in
2004. In that agreement, the board was directed
to create bylaws at the first organizational meet-
ing, or as soon as possible thereafter.
The board has not yet created bylaws, and is
expected to further discuss them at the Sept. 17
meeting.
A subcommittee of Scott McClure, Monmouth
city manager and MINET board vice-president,
and Jerry Hoffman, Independence city councilor
and MINET board member, was created to re-
view the proposed board policies.
The board’s code of conduct is scheduled to
be discussed at Thursday’s board meeting, which
starts at 7:30 a.m. at Volunteer Hall, 144 Warren
St. S., Monmouth.

ure to carry or present an operators license.

Margaret ‘Penny’
Penelope Warner
Jan. 11, 1931 – Aug. 16, 2015
Margaret “Penny” Pene-
lope Warner, 84, of Salem
died Aug. 16.
She was born in Los An-
geles to Stanley G. and Jen-
nie Mae Neel Dritchas.
Penny was raised in the
Los Angeles area. She
worked for many years in
the aerospace industry for
the Hughes and Lockheed
companies.
She marr ied Edward
Elwin Warner, her high
school sweetheart. They di-
vorced and then reunited
later in life.
Penny loved doing art-
work with pastel paints and
sculpture. In 1994, she
moved to and stayed in the
Salem, Dallas and Inde-
pendence areas. She was a
member of Faith Lutheran
Church in Monmouth.
She was preceded in
death by her husband, Ed-
ward, in 2010; daughter,
Doris Williams; and broth-
ers, Stanley and Bill Dritchas.
Survivors include her
sons, Randal Warner, Joseph
Stewart, Stephen Stewart,
and Michael Stewart;
daughters, Terry White and
Athena Yoder; and numer-
ous grandchildren and
great-grandchildren.
Private interment was at
Willamette National Ceme-
tery in Portland.

Marilyn Ione
Moore
Nov. 21, 1923 – Aug. 17, 2015
Marilyn Ione Moore, 91,
of Dallas died Aug. 17.
She was born in Shelton,
Wash., to John Lewllyn and
Isabel Marie Jerro Giffen.
Marilyn grew up in Wash-
ington and contracted polio
at a young age
She married Benjamin
“Benny” H. Moore in Van-
couver, Wash., on Sept. 27,
1947. They lived in Fort Hill
where Benny died in May of
KATHERINE ANNE (KAY)
FRIEDEMANN
August 22, 1942 - August 19, 2015
Katherine Anne (Kay) Friedemann passed away August
19th, 2015. She is survived by her husband Robert C. Friede-
mann, and two daughters, Sara Lynn Oliver and Cynthia
Brooke Friedemann. Survivors also include two grandchil-
dren, Brandon Fernandez and Leighton Oliver, two brothers,
John Hunter and William Hunter, two sisters, Chris Hebdon
and Beverly Hunter, and her soul sister, Doris Newton.
Kay was born in Sacramento, California in 1942. She grad-
uated from Walla Walla High School, attended Washington
State University and Portland State University, graduating
with a Bachelor of Science in Elementary Education, and then
Western Oregon University where she completed her Mas-
ter’s Degree in Education.
She moved to Dallas, Oregon with her husband in 1968,
and taught school briefly in both Gresham and Dallas. She
worked at Teaching Research in Monmouth and at
Chemeketa Community College.
While raising her children, she was a 4-H leader, Master
Gardener and devoted horse rider and trainer. She was also
an active researcher of forest practices and their connection to
wildlife health and human cancer rates across Western Oregon.
At her request no funeral will be held. Assisting the family
is Virgil T. Golden Funeral Service.
1963. She had lived in Dallas
for more than 40 years.
Marilyn was a volunteer
for many years with REACT,
the Dallas Retirement Vil-
lage and in the Polk County
Courthouse. She knew many
of the at-
torneys,
judges and
county
workers.

milk.” Marilyn was a won-
derful cook, very deter-
mined and a tough lady de-
spite her infirmities. She
also enjoyed a wide variety
of music.
She was preceded in
death by her brothers, Jack
Giffen and Edward “Bill” Gif-
fen.
Survivors include her son,
Abraham “Abe” James Moore
of Lakeland, Fla.; sisters, Vir-
ginia “Ginger” Thoreson and
Carol Fulkerson; two grand-
children; and extended fam-
ily.
Service is Thursday at 1
p.m. at Dallas Mortuary
Tribute Center. Private inter-
ment will be at Willamette
National Cemetery in Port-
land.

Dolores Mae Loganbill,
90, of Salem died Friday in
Salem.

Valdean Ruth
Wiens
June 11, 1938 – Aug. 23, 2015
Valdean “Val” Ruth Wiens,
77, of Salem died Sunday in
Salem following a coura-
geous battle with cancer.
She was born to Abraham
and Helen Friesen in Dallas,
where she was also raised.
Valdean was married to
Victor D. Wiens on Sept. 12,
1956, by Vic’s father in Dal-
las. Together they raised
three children.

friendly, classy lady who
loved all. She was a home-
maker by choice and calling,
and a fantastic cook.
She was well-known for
her fabulous hairdressing
abilities and worked as a
hairdresser for area funeral
homes for more than 50
years. Her relationship with
Christ was her passion, and
her family was her love.
She played piano by ear,
and loved her baby grand
piano she got for Christmas
at age 12. She and her hus-
band were longtime mem-
bers of Salem First Baptist
Church.
She was preceded in
death by her daughter, Vicki
L. Wall.
Survivors include her hus-
band of 59 years, Victor; a
son and daughter; five
grandchildren; five great-
grandchildren; and large ex-
tended family.
Celebration of Valdean’s
life is Tuesday at 11 a.m. at
Salem First Baptist Church.

Douglas Shane
Penney
April 9, 1956 – Aug. 18, 2015
Douglas “Shane” Penney,
59, longtime resident of Eu-
gene, died Aug. 18 in Eugene
of natural causes.
He was born in the Dallas
Hospital to George and Ina
Penney.
Shane graduated from
Dallas High School in 1974.
He attended Northwest
Christian College, Oregon
College of Education
(WOU), and the University
of Oregon. Shane was a
wrestler all through high
school and later tried some
boxing. Shane was active in
band and played the French
horn in high school and col-
lege.
He enjoyed gardening. He
also liked watching sports,
Oregon Ducks football and
the Los Angeles Rams.
Shane enjoyed relaxing and
spending time with his
friends and family.
He was preceded in death
by his father, George Penney
on June 24, 2010.
Survivors include his
mother, Ina Penney; broth-
ers, Ross Penney of Dallas,
Calvin Penney of Bellevue,
Wash., Steven Penney of
Tacoma, Wash., and David
Penney of Canby.
Service is Saturday at 11
a.m. at Dallas First Christian
Church.
