PORTLAND — The Bonneville Power Administration adopt-
ed a 7.1 percent average wholesale power rate increase and a
4.4 percent average transmission rate increase for fiscal years
2016-17. The rate increases support investments in the federal
hydropower system and expansion of BPA’s high-voltage trans-
mission system to meet regional needs.
The new rates will take effect Oct. 1. Monmouth Power and
Light, a customer of BPA’s wholesale power, had already fac-
tored in an increase in rates, said Monmouth City Manager
Scott McClure. The increase in wholesale power costs will not
affect Monmouth residential power rates, he added.

Northwest Natural project clogs traffic on Ellendale Ave.

DALLAS — Those travel-
ing East Ellendale Avenue in
Dallas on weekdays during
the late morning and early
afternoon have undoubtedly
encountered a traffic delay
or two due to a NW Natural
utility project.
Get used to it; it’s going to
be that way for a while.
NW Natural is replacing
bare steel pipeline with 6-
inch coated steel pipe on a
1.7-mile stretch starting on
East Ellendale and eventual-
ly moving to part of Rickreall
Road.
Construction started in
early July and will continue
to mid-October.
“This is the last section of
bare steel that we have in
our entire system,” said NW
Na t u r a l s p o k e s w o m a n
Melissa Moore. “By replacing
this remaining section, NW
Natural will have one of the
most modern pipeline sys-
tems in the nation.”
Lane closures will occur
throughout the project and
drivers should watch for
flaggers between the hours
of 9 a.m. and 4 p.m. Monday
through Friday.
Signs posted in the con-
struction area warn of traffic
delays until Sept. 30.
PORTLAND — The BLM has extended its comment period
on it draft resource management plan and environment im-
pact statement (RMP/EIS) for Western Oregon.
The comment deadline was originally Thursday, but has
been moved to Aug. 21.
“We heard from well over 30 organizations, elected officials,
counties and others that they all needed extra time to review
this comprehensive planning document,” said Oregon Wash-
ington State Director Jerry Perez. “For that reason, I’ve decided
to extend the comment period.”
The draft RMP/EIS for western Oregon addresses a range of
alternatives for producing a sustained yield of timber, con-
tributing to the recovery of threatened and endangered
species, providing clean water, restoring fire adapted ecosys-
tems and providing for recreation opportunities.

Polk County to begin chip seals
POLK COUNTY — Polk County Public Works Department
crews will be applying a chip seal and/or fog seal to approxi-
mately 50 miles of county roads between Monday and Aug. 14.
Roads include: Parker Road; Old Fort Road, east of Highway
99W; Corvallis Road; Talmadge Road; Stapleton Road; Green-
wood Road, North and South sides; Clow Corner Road, east of
Highway 99W; Rogers Road; Farmer Road; Oak Grove Road; and
Orchard Heights Road.
