Igou: Indy Lt. looks forward to new opportunities

“It’s content as well as format,”
he said. “We want our people to
write a good report, prove a good
case, make sure somebody gets
held accountable for their actions.”
Community policing has been
part of Igou’s professional vocabu-
lary for his entire career, and it
shows. There isn’t a single house in
the city of Independence that Igou
can’t tell a story about — good or
unhappy.
“I would like to say, as I drive
through town, that I have more
happy memories than sad, but that’s
not true,” Igou said. “Being there
when somebody died, or certainly
doing CPR on a child and having
them die. You almost relive some of
those moments from 25 or more
years ago. Those imprint on a per-
son, those memories and stories.”
In a small town, those memories
keep stacking up over and over,
Igou added. But being in a small
town also has had its protections.
“We don’t have as many big-im-
pact, stressful incidents as a big
city,” Igou said. “Not that we don’t
have the same type of things, but
we don’t have the frequency.”

It also has allowed him to see
people grow up.
Igou said when people are in
their youth — aged 18 to 25 — he
may see them on a professional
level more often. When they get
married and have kids, he is more
likely to see them only when they
have issues with their neighbors.

time is you get to see people at
their worst and, later, as produc-
tive members of society,” he said.
One of his favorite parts of his
career has been the teaching op-
portunities, whether training new
officers, cadets or reserves, or
teaching at Chemeketa Communi-
ty College or the police academy.
Igou has always been active in
improving Independence. Chief
Bob Mason awarded him with a
Good Neighbor award at the June 9
city council meeting because of his
initiative on a project helping a
community member.
“Lt. Igou was working a case
when he saw a need,” Mason said.
“He found plumbers, painters,
general contractors and worked
with local service providers. Then
he and his family spent numerous
hours at the project themselves,
truly leading by example.”
This was perhaps Igou’s last big
project with the police department
before he retires from full-time
work, Mason said, but really cap-
tures how he spent his career.
He has always taken his service
to the community seriously,
Mason said, leading by example.
Through it all, it’s been awe-
some. Though the 10-year-old Rick
did not fully comprehend what it
would mean to be a police offi-
cer — and he never did get as-
signed to a motorcycle patrol —
the career has been rewarding.
One of the biggest reasons he
has been able to get through it
with a positive attitude is his high
school sweetheart and wife Heidi
and his family, son, Alec, 27, and
daughter Melissa, 24.
“To be a successful police offi-
cer, you have to have the support
at home,” Igou said. Through the
years he has missed a lot of school
activities and holidays.
“I am excited he won’t be work-
ing on the Fourth of July,” Heidi
said. Instead of riding along on
Igou’s shift that evening, the cou-
ple may take a break from festivi-
ties and relax at home this year.

gram Extended Campus,
has a different perspective
on fairness. He sees the de-
bate around the proposals
as an “urban versus rural”
issue with fifth-year pro-
grams offering smaller or
rural districts a more level
playing field with their larg-
er counterparts.
Green said concerns
about what would happen
to the state school fund if
the state’s largest school dis-
tricts launched similar pro-
grams are valid — and part
of what district and lawmak-
ers were to hammer out be-
fore next year’s legislative
session.
But he said programs like
Extended Campus are more
critical to smaller districts
than those that have the re-
sources to offer students
more opportunities for col-
lege credit, and career and
technical training.
“Districts like the Greater
Portland School District
have alternative programs to
support kids,” he said.
Furthermore, Green said
the program helps with the
state’s goals to increase the
number of Oregonians earn-
ing bachelor’s and associate
degrees, and offering access
to first-generation college
students.
Johnson’s amendment
was proposed on June 2, and
two public hearings have
been held on the bill since,
on June 4 and June 9.
No other public hearings
or work sessions are sched-
uled at this time.
Green said he will join
with representatives of those
districts who will oppose the
latest proposal — including
Philomath, Corvallis and Al-
bany.
“It’s worth fighting for,”
Green said. “It’s a program
that is worth going down
swinging for — and we will.”
