crawl space under the
house. He was taken to the
hospital for treatment of a
dog bite wound and booked
at Polk County Jail.
“It did result in a bite, un-
fortunately, but it also result-
ed in (Spier’s) apprehension
without anybody being seri-
ously injured,” Banuelos
said.
Officers searched the resi-
dence for almost 12 hours
and seized more than 300
items, much of it stolen
property from Independ-
ence, Monmouth, Dallas and
rural areas. Items included
several firearms and other
weapons, drugs, stolen vehi-
cles (dirt bikes), electronics,
tools, fur coats and a para-
chute.
“Some of our most recent
victims were (Indepen-
dence) Airpark residents,”
Banuelos said. “I have never
seen a parachute in a search
warrant before. I don’t think
anybody who was on scene
had ever seen a parachute.”
Along with the chute, offi-
cers found other items most
likely to be found in an air-
port including headphones
and mouth pieces, he said.
On scene, there was evi-
dence of methampheta-
mine, heroin, marijuana and
prescription pills, Banuelos
said.
The search was temporar-
ily halted because home-
made destructive devices
were found in the home.
Salem Police Department
Bomb Squad rendered the
devices safe.
More than 20 local burgla-
ry and theft investigations
will likely be solved, Banue-
los said.
The case was broken open
by one of Independence’s
newest officers, Daniel Un-
verferth, Banuelos noted.
Spier was charged with
multiple counts of first-de-
gree burglary, second-degree
burglary, first-degree theft,
second-degree theft, and
felon in possession of a
firearm. Additional charges
are pending.
Bensing was charged with
possession of methamphet-
amine.

CRIME BRIEFS
Man sentenced to 25 years
DALLAS — Jeremiah Daniel Foreman, 22, was sentenced May
27 to serve 25 years in prison for sex abuse and sodomy of a 6-
year-old child in Dallas. After a one-day trial last week. Polk
County Circuit Court Judge Monte Campbell found Foreman
guilty of all charges filed by Polk County District Attorney’s Of-
fice. Under Oregon’s Jessica Law, Foreman is not eligible for any
sentence reduction.
Foreman was arrested in 2014 by Dallas Police Department
detectives after the victim reported inappropriate contact by her
mother’s ex-boyfriend.
“I am pleased we were able to hold this defendant account-
able for his actions and get a measure of justice for this young
victim,” said Jayme Kimberly, Polk County chief deputy district at-
torney.
Dallas man arrested for sex crimes
PERRYDALE — Polk County Sheriff’s deputies arrested Robert
C. Barlow, 58, of Dallas, in Perrydale on May 26 on multiple
charges related to sex crimes against a minor.
The arrest followed a two-month investigation.
The victim was a 15-year-old juvenile from out of state.
Barlow was charged with four counts of first-degree rape, four
counts of third-degree rape, third-degree sodomy, first-degree
sodomy, first-degree sexual penetration, two counts of third-de-
gree sex abuse, second-degree sex abuse and two counts of
first-degree sex abuse.
He is being lodged in the Polk County Jail on $655,000 bail as
of Tuesday morning.
Dallas PD warns to take care with purses
DALLAS — Dallas Police Department responded on May 28 to
a report of the theft of a purse from Rite-Aid in Dallas. The victim
said a male grabbed her purse from next to her while she was in
the garden center. The man ran west through the adjacent field.
Police later learned the purse was designed to carry a con-
cealed pistol, and it did have a pistol inside of it.
Dallas police are asking parents to talk to their children and
tell them not to touch any purses or guns they find.

Richard ‘Dick’
Pankratz
Oct. 23, 1935 – May 25, 2015
Dick Pankratz, 79, of Dal-
las died May 25 in Salem.
He was born in Clyde,
N.D., to Harry and Elsie
Pankratz. The family moved
to Dallas in 1936.
Dick graduated from Dal-
las High School in 1953, and
entered the Army, where he
served for three years. He re-
turned to Dallas and worked
with his father, who owned
Harry’s Auto Service.
When his father retired,
Dick built a new four-bay
shop called Pankratz Auto
Service. Dick served his
community as a mechanic
for 50 years, and retired in
2007.
Dick married Valdean
Aebi on March 23, 1958.
They celebrated their 50th
wedding anniversary with a
cruise, which they enjoyed.
Dick was a member of
Salt Creek Baptist Church,
which was important to
him.

June L. Boone, 84, of Inde-
pendence, formerly of Dal-
las, died May 23.
She was born to Neil and
Charlotte Sloan in Scanlon,
Minn. They came to Oregon
in 1936.
June grew up in Burns,
and also lived in Vanport,
Newport and Oakridge.
She married Stanley H.
Boone in 1950 in Toldeo,
where they lived for a short
time on the family farm.
Most of their married
years were spent in Inde-
pendence, and then they
settled in Dallas. Stanley
died in 1973.
June enjoyed canning,
reading and cooking.
She also enjoyed spend-
ing time with her grandchil-
dren, especially at Christ-
mas time when everyone
came home.
Survivors include her chil-
dren, Charlotte Yost of Falls
City, David Boone and Lois
Boone, both of Dallas, and
Arthur Boone of Salem; sis-
ters, Jane of Burns, Kathleen
of Grants Pass and Betty of
Myrtle Creek; 12 grandchil-
dren; 39 great-grandchil-
dren; six great-great-grand-
children; and a large extend-
ed family.
There will be a picnic/
potluck gathering on June
12 at 2 p.m. at Dallas City
Park, access via Southwest
Academy Street.
Rebecca Foster, 57, of In-

Jerry L. Blackwell, 73, of
Reno, Nev., formerly of Dal-
las, died
May 17 in
Reno.
He had
lived in
Falls City,
Valsetz and Dallas. Jerry at-
tended school in Valsetz and
served in the military from
1960 to 1964.
Jerry had owned busi-
nesses in Dallas and Inde-
pendence and had worked
as a mechanic for Carl May
at the Texaco Station in Dal-
las. He moved to Reno in
1978.

James Lyons, 86, of Dallas
died Sunday.
