Volunteers celebrate Arbor Day in Madrona Park Saturday

MONMOUTH — In the
cool, sunny morning on Sat-
urday, about 50 people
picked up shovels in
Madrona Park.
“Let’s go plant some
trees!” Monmouth Mayor
John Oberst exclaimed.
It was Monmouth’s cele-
bration of National Arbor
Day, and the 13th year the
city has been named Tree
City USA.
Volunteers young and
older planted 26 trees in
Madrona Park, including
two large trees. Community
Development Director Mark
Fancey gave tree-planting
instructions before everyone
got started.
“A lot of these are small
trees, street trees,” Fancey
said. “They’d work well in
city planter strips or front
yards. They’re relatively
small trees when fully
grown, so they’re power-line
friendly.”

trees, Fancey noted. But for
the two large trees, such as
the dawn redwood, he ad-
vised to measure the hole
before placing the tree.
“Once it goes in the hole,
it’s not going to come back
out,” Fancey said, adding
that multiple strong backs
would be needed for these
100-pound trees.
Grayson Mann and Harri-
son Eberly, both Boy Scouts,
helped Dan Clark and
Michael Mann work on a 20-
inch deep hole for the dawn
redwood. They each took
turns digging a few inches
until the hole was deep
enough to support the plant.
Michael Mann said he
gets involved in community
service projects with his son,
Grayson, a Life Scout.
“Volunteer community
service is always good,” he
said.
Once the hole was to the
diggers’ satisfaction, the pot
was cut off the redwood to
reveal a giant root ball, so
thick no soil could be seen.
Troy Eberly came over to
help loosen the roots.
The men rolled the tree
into the hole. While Clark
made sure it was straight,
Grayson and Harrison filled
in the dirt.
The tree planting efforts
were a success. In fact, be-
cause of additional work in
planting trees throughout
2014, Monmouth was recog-
nized with a Tree City
Growth Award for the first
time this year.
“If you have a significant
addition to your tree pro-
gram, you qualify for this
award,” Fancey said.
In total, 121 trees have
been planted at Madrona
Park since fall 2014, and 49
trees were added to the
Monmouth Dog Park.
West Valley Housing Authority will hold their Work
Session Meeting on Wednesday April 29, 2015

DALLAS — Dallas’ 2015-
16 budget increased slightly
from the current fiscal year,
but will essentially offer a
“status quo” level of service.
City Manager Ron Fog-
gin provided an overview
of the city’s proposed ap-
proximately $39 million
budget Monday night dur-
ing a Dallas Budget Com-
mittee meeting. About
$10.4 million is in the city’s
general fund, which in-
cludes police, fire, finance,
administration and com-
munity development de-
partments.
“We are trying to keep up
with current service levels,”
Foggin said.
Foggin said the city
added one full-time police
officer position and created
a new fund for stormwater,
separating it from the
s e we r f u n d . T h e n e w
stormwater fund amounts
to $273,000.
The budget committee
will meet again on Monday
at 6 p.m. to discuss in detail
public safety and public
works-related department
budgets. A third meeting on
May 4 at 7 p.m. will include
administrative and build-
ing and grounds-related
budgets. A final meeting of
the budget committee will
be May 18 at 7:15 p.m.

Polk Fire No. 1 honors personnel
INDEPENDENCE — Polk County fire district No. 1 honored
personnel for their efforts at an event on March 21 at Green Villa
Barn in Independence.
The awards banquet honored engineer Allen Lindskog for 35
years of service; Lt. David Weston, Cpt. Dell Weston and Cpt.
Mike Case for 20 years; Cpt. Mike Rusher and Chaplain Bob
McMillian for 15 years; engineer Kevin Crutsinger and firefighter
Pattie Walz for five years.
Also honored were Firefighter/Paramedic Jennifer Wanger, In-
structor of the Year; firefighter Rick Fletcher, Rookie of the Year;
Jacqueline Shellito, Support Member of the Year; Chief John
Stein, IAFF Local 4196 Award; firefighter/paramedic Chris
Paulsen, Emergency Medical Technician of the Year; engineer
