other by his House counter-
parts Reps. Peter DeFazio,
Greg Walden and Kurt
Schrader, tried to offer pro-
posals increasing harvests
on federally-owned O&C
(Oregon and California Rail-
road) lands in Oregon. How-
ever, those plans were not
able to clear votes in both
chambers, and it appears to
have lost traction.
Pope said legislators may
be taking a different ap-
proach to finding a timber
management solution, but
just what that entails and
how much financial support
will come to the county is
yet to be seen.
“Walden and Schrader’s
offices are optimistic,” said
Pope, who was in Washing-
ton, D.C. last week. “They’ve
been quick to tell us when
they are not.”
Pope said the strategy
used to pass this latest ex-
tension, attaching it to a bill
with bipartisan support, isn’t
likely to happen again, so
counties should view these
as the last payments they
will receive.
That has been said before,
Pope acknowledged, but
pointed out another pattern
when it comes to timber
payment extensions.
“Each time the amount
gets smaller, and it’s not
something that we can plan
on,” he said. “You can’t budg-
et with this. We still have to
find long-term solutions.”
Pope said while Oregon’s
delegation searches for
those solutions, he’s glad to
see some assistance offered
to counties.
“The entire Congress
acted in a way that was pos-
itive,” Pope said. “It’s not a
solution, but at least it’s en-
gaging with local govern-
ment to help bridge the
gap.”
Fuller: Plans for a long career at WOU

He knows there will be challenges
ahead, and notes that it is up to the stu-
dents, faculty and administration of
Western to make sure WOU is success-
ful.
“I’m a student of continuous im-
provement,” Fuller said. “I think we can
make things better all the time. I think,
as a leader, if you’re transparent about
that expectation, people will participate
in and share ideas in ways that are pret-
ty exciting and innovative.”
He plans to finish out his career at
Western, which he doesn’t expect to end
anytime soon.
“I hope to be really successful,” Fuller
said. “We’re starting with a two-year
contract, but it’s renewable. I plan to
make that possible. I’m in good health; I
enjoy work. I’m convinced I will have a
very long career.”
Fuller was chosen as WOU’s next
president by the Oregon State Board of
2015 Dragon Run
Higher Education upon recommenda-
tion from Western’s board of trustees —
a board which won’t assume gover-
nance over the university until July 1. A
presidential search committee helped
narrow down the more than 45 applica-
tions received for the position. Four
candidates were invited to the universi-
ty for interviews, tours and forums be-
tween April 1 and April 8.
Fuller will take the helm from Presi-
dent Mark Weiss, who will retire June 30.
