By Jolene Guzman The Itemizer-Observer JOLENE GUZMAN/Itemizer-Observer Timber payment bill passes House By Jolene Guzman The Itemizer-Observer POLK COUNTY — A two- year reauthorization of the Secure Rural Schools pro- gram — widely known as county timber payments — has passed the U.S. House of Representatives and is slated for a vote in the U.S. Senate, likely later this month. U.S. Rep. Greg Walden (R- Hood River) negotiated to have the reauthorization at- tached to a bill that reforms how doctors are paid under Medicare. It passed the House on a 392-37 vote Thursday. If passed in the Senate and signed into law, the reauthorization would pro- vide funding for 33 Oregon counties, including Polk. “This two-year extension gives us time to continue work on a long-term plan to reform federal forest policy to grow jobs in the woods, improve forest health, and provide cer- tainty for essential local serv- ices like schools and roads,” Walden said in a statement. The amount of money Polk County might see is far from final, but Polk County Administrator Greg Hansen said “rough estimates” have the county receiving $400,000 in the first year and $700,000 in the second if the legislation passes. He added just when payments will be made — 45 days after it is signed, according to the cur- rent version of the legislation — is in question too. The county began it budg- et hearings Monday and is required to adopt a budget before July 1. Polk County also is seek- ing to pass a levy that would bring in $2.25 million and provide for 22 jobs in public safety departments. The esti- mated amount in timber funding coming to Polk County wouldn’t come close to that much, but the Board of Commissioners has said it would levy a lower amount if timber payments were to come to through. DALLAS — Not much has changed in the way citizens feel about living in the city of Dallas in the last two years. That is according to re- cently released results of the city’s biennial (every two years) survey. Advanced Marketing Re- search of Eugene conduct- ed the telephone survey in January, quizzing more than 400 citizens. The survey asked citizens to rank city services and de- partments on a 1 to 5 scale, with 5 being the highest. Many of the 2015 responses mirrored those given in 2013, with small declines in public safety and citizens’ opinion about whether Dal- las is a good place to live. The latter measure re- mained high, though, at 4.5, slipping from 4.7 in 2013. The biggest change in the survey was the use of the Rickreall Creek Trail System. In 2013, 76 percent of re- sponders said they didn’t use the trail. That shifted in the 2015 survey to 56 per- cent of those interviewed said they had spent time on the trail system. The city was especially pleased to see that because it has been planning on ex- panding the trail on the east side of town, as well as GOVERNMENT building a bridge from Cen- tral Bark — the city’s dog park — to the trail near the Dallas Aquatic Center. “That’s super exciting, but other than that, there are not a lot of swings,” Dal- las City Manager Ron Fog- gin said, noting that is posi- tive as the city wants to build consistency. When asked if citizens thought the city was spend- ing taxpayer money wisely, Dallas was given one of its worst marks, 3.4, falling slightly from 3.5 in 2013. Lower rankings are ex- pected on that measure, but Foggin said he would like to find ways to make Dallas’ score improve in future sur- veys. “We would like to see those go up,” he said. “We are trying to spend money in the best possible way we can and get the best bang for our buck.” For more information or to see complete results from both surveys, go to www.ci.dallas.or.us/index.a spx?nid=657.
