L oris, Feb. 3 —(Special.)—Colonel W illiam Kirchoff, General W estern Man­ ager of th e Am erican Tobacco Company, has been a user of tobacco all his life, ana for years has smoked as m any as tw enty cigars daily. After using a few boxes of No-To-Bac, the desire for tocacco is com­ pletely gone, and he is wonderfully im­ proved in health. One cowboy, with a W inchester, a pair of good revolvers and a horse fleet euough to keep him from being overwhelmed by numbers, would be more than a m atch for a dozen of them. They are brave enough, in their ferocious, brutal way, but the w orthlessness of their weapons renders them a scoff to any organized body of troops. D uring the w ar of 1876, one regim ent of R ussian foot drove before it, in headlong route, over 6.000 of these m arauders. A company of forty R us­ sian frontier guards has been known to disperse a band of 7UO. W orthless for fighting purposes, they are valuable only when m urder and pillage are to be done. They are picturesque objects, in their O riental costumes, with belts stuck full of pistols and daggers, but, in a soldier, picturesqueness is a quality of very small consequence. In actual w arfare, therefore, with any civilized power, T urkey m ust rely on the infantry and artillery, the effective force of these two arm s being less than 400,- 000 men. Such a force as this could offer a strong protest to the partition of the T urkish empire, but even a fte r its re­ sistance was overcome, the trouble would not be a t an end, for before the division could be performed a campaign in every neighborhood would be necessary. The fanatical hatred entertained by M osktns for everybody and everything C hristian is alm ost inconceivable by the W estern mind. W hen, at the close of the w ar of 1876, Bosnia was assigned to A ustria, an arm y of nearly 100,000 men was needed to complete the tran sfer of the territory, although there was not a T urkish regi­ m ent in the province. T he Moslem pop­ ulation rose en masse, the women fought side by side with their husbands with FACE. g reat fatigue and hardship w ithout break­ ing down, of m arching long distances w ithout food or rest, aud all these quali­ ties. in a soldier, are invaluable. T he T urkish army, therefore, is a fac­ tor to be considered in the discussion of the fate of the O ttom an empire, for if the T u rk s should m ake up their minds not to be divided up into parcels w ithout a struggle they are capable of offering a very effective resistance to any proposed plau for the partition of their country among the powers of E uropr. The area of the T urkish empire is about 1,600,000 square miles, or a little over one-half th a t of the United States, and the popu­ lation is nearly 40.000,000, or about two- thirds th a t of our own. These figures, however, do not furnish a definite idea of the strength, or more properly, of the w eakness of the country, for comprised in the enum eration of inhabitants are the people of all the races th a t were con­ quered by the T urks, who constitute more than one-half of the whole number. C hristians within the lim its of Turkey are regarded as aliens, or ra th e r as ene­ mies, whom both the Governm ent and the M ussulman population would be glad to see removed or exterm inated. They are not liable to m ilitary duty, but, instead, pay au exemption tax of about $1.50 a head per annum. Theoretically, every Moslem in the do­ minions of the Sultan is a soldier on fur­ lough liable at any time to be called on to serve his m aster in field or garrison, but such is the corruption prevailing in every ■ part of the T urkish adm inistration, both civil and m ilitary, th at any one can secure an exemption who is able to pay for it. T here is. moreover, a system of conscrip­ tion organized by law th a t is supposed to be carried out in every part of the empire. It is based on the m ilitary system of G er­ many, for since the last furco-R ussian w ar the arm y of the Porte ha* been en­ tirely reorganized by Germ an officers, who naturally adopted the plan prevailing in th eir own country, and with which they were most familiar. The m ilitary system consists of the Nizam, or regular army, two classes of Redifs. or Land- wehr. and the Mustafiz. answ ering to the , L®nd»mrm of Prussia. At the annual conscription the ranks of the regular arm y are supposed to be filled by the men of the levy, who m ust serve six years with the regular arm y and first reserve. They then pass into the second reserve, to be called out only on emergencies. Here they remain eight years, subjected to an ­ nual drill at their homes, then become members of the third reserve for six years longer, thus passing tw enty years, either in the arm y or in one of* the re­ serves. T his is the system and. in w ork­ ing order, it wou*d furnish the Govern ment with an arm y, in time of war. c / nearly 1,000,000 men. But, like every­ thing else in Turkey, theory is „ne thing and practice quite another, and. as a m atter of fact, there are very few districts w heie the system has beeu put in run­ ning order, and none where the conscripts of the year do not buy exemption from service whenever they are able to do so.
