Thu nomination of “ Dick” Harlan,
son o f justice Harlan of the Su­
preme Court, who has been report­
ed as entertaining doubts of the
constitutionality o f the McKinley
colonial policy, if not actually be­
lieving it to be unconstitutianal. to
an important judicial position in
Porto Rico, which is now belore
the Senate, has caused much com­
ment in politicle circles in Wash­
ington. This is not surprising in
view of the fact that Mckinley had
but recently refused to give “ Dick”
a judicial position in the judicial
District of Columbia for which he
was an applicant.
Mr McKinley may not have made
the appointment to make sure of
the vote o f Justice Harlan on the
pending cases, but the fact that it
has been made at this time has
naturally bred gossip along this
line.

The L e a d e r has made arrange
ments with Win. J. Bryan to club
with the ‘‘Commoner,” Mr Bryan’s
new weekly paper, which will be
launched upon the Journalistic sea,
the first of the year, at Lincoln,
Nebraska.
W e believe Mr Bryan’s
venture into newspapordom will be
a successful one and we predict he
will have a half million subscribers
within a year. The subscription
price o f the “ Commoner” will be
$1.00 per year ; that of th L e a d e r
$1.50 per year, invariably iu ad­
vance. Now for our idler. To all
subscribers who will avail them­
selves of this opportunity within the
next thirty days we will give a
years subscription to the L e a d e r
and the “ Commoner” for $2.10-
