endeared himself to all of his par
isboners as a true and able minister
and nlso to all who have learned to

Rev. Meminger was assigned to
thin charge a year ago and during
his labor here has accomplished
good woik. A goodly number have
been added to the membership of
tho church and all ot tho different
departments are doing good work.

Tho first will be Mrs. "Win. Cal
vin Chilton of Miusisaippi. Of all
the American lady entertainers four
seem to excel, Mrs. Bertha Knuz
Baker, Miss Ida Benfy, Mrs.
Reedier, and Mrs. Wm. Calvin
Chilton. Resides these only a few
can go on tho platform, and with
out musical support, carry their
people day after day by storm. Iu
both Kurope and America, Mrs.
Chilton has been most successful.
At the first Shakespearian Sympo
sium held at Stratford-ou-Avon,
England, she of all Aniericaus, was
invited to give "King John". II.
Snowden Warden, tho great author
and lecturer of London, praised her
very highly for the work. Freder
ick Ward commends her greatly.
Often has sho repoatedly returned
to places and continued each time
to mako good. Her subjects are
many but the oue that will no
doubt be given berewiU be. "An
Evening in Dixie Land." Being a
Mississippi lady and a good student
of human nature, Mrs. Chilton is
abundantly prepared to give this
subject in a most pleasing manner.

A bill providing for the punish
ment of all mining fakirs and pro
moters of illegitimate mining entee
prises will be drafted y the Ameri
can Mining Congress at its annual
session which will be held iu Den
ver, Colorado, October ltUh to loth
inclusive. A commit ten composed
of the Lest talent in the United
States has been appointed to pre
pare and submit to the Mining
Congress a draft of such bill. This
committee comprises two United
States senutois, Hold. M. LnFol
lette, Wis., and Fred T. Dubois,
Idaho; one c:ingi ss:nan, Eben W.
Martin, South Dakota, and the
governors oi two states, Geo. C
Pardee, California, and Jof. W.
Folk, Missouii. Four are attor
neys ar.d all fioni mining states of
prominence.
California has already adopted a
law which has worked an almost
complete lidanco from that etate of
spurious mining stock and that
lecherous parasite on the mining
industry- the fake promoter. It is
probablo that the proposed legisla
tion which will be submitted to the
etate legislatures this winter, will
fashioned after the California law,
which provides that any pet son
wbo shall undertake to sell or
assent to the 1 ublicati'-n, privately
pr publicly, of a fraudulently ex
aggerated report tending to give
anv person or the public generally
the idea of a greater value or less
apparent value or market value
thau suck stock may really possess,
with the intention of defrauding
auy person or tho public, "shall be
deemed guilty of a felouy, and on
conviction shall be punished by
imprisonment in state prison, or a
county jail, not exceeding two
years, or by lino not exceeding five
thousand dollars, or both.

information as to the true condi
tions at the mine, has made more
apparent tho necessity of legisla
tion to suppress this evil, and it is
hoped that "11 serious mining men
will take an activo interest and
communicate, with the secretary, to
tho end that tu matter may receive
tho most intelligent consideration
at tho coming annual meeting.
The Mining Congro:;s never was in
as strong a position to combat this
evil, ond the assistance of every
mining man is needed to make its
work more effective.
Steps will also bo taken at this
session lor mo creation ot mine
draiuage districts similar to public
improvement districts in cities and
for the creation of a Deportment of
mines and mining as a separate
Executive department of the nat
ional government.
