prizM to the pupils of the Public
schools of the State of Oregon for
essays connected with Revolution
ary history, Prizes of $2$f $15 and
$10 will be awarded to the best
three essays in the ordor of merit,
on either of the following subjects:
1. John Paul Jones.
2. Woman's Part in the Revo
lution. 3. The Cotnmissary Depart
ment ot the Revolutionary Army
compared with the present.
The essays are limited to 5,000
words, written in the student's own
hand writing on one side of the
paper. The essays must be accom
panied by a certificate of the print'i
pal of the Bchool attended by the
writer, stating that the writer is a
bone fide student of the school and
has attended not less than four
weeks duriDg the school year of
19O5-6. Each essay must b e
signed by the writer in his or her

office address of the writer. Essays
must be forwarded to Mr. Harrison

Church conference today received
an announcement from its commit
tee of a plan of church federation
along the following lines: A fed
eral council of all Protestant
churches to meet every four years,
the first to be held in December,
1908. Each denomination will
have four members In the council
for every 50,000 communicants.
Thirty denominations will be in the
federation at the start and provision
' will be made for others.

The internal resources of the west
are called to notioe by the exper
ience of the government iu connec
tion with tho building of the irriga
tion dam on Salt River, for the
Tonto Basin reclamation project. It
was found that 220,000 barrels of
cement would be required for the
immense dam. As the dam ia loca
ted 62 miles from a railroad, the
question of cement was a serious
one, but it was discovered that it
was possible to make excclleut
cement at the dam site site, and a
mill was established at that poiut,
which is now in operation. By
adopting this plan over $2,000,000
was saved in the cost of the iinprov
ment. So eUewliere throughout
the west there are immense oppor
tunities which only await the crea
tion of a demand suflicieut to
justify capital in making the devel
opments required to make the raw
material available. The import
ance of this self sufficiency of the
west is twofold first, in the saving
of high freight charges, aud second
in the creation of a home industry.

Church
Safe Robbed.
Salem, Ore., Nov. 19. The mys
terious dissapearance of a gold
watch belonging to a convict at the
Oregon penitentiary aud the find
ing of a diamond ring, uIho the
property of a convict, 'u the vest
pocket of Roscoe James, son of
Prison Superintendent C. W.
James, will form the foundation of
a demand for another investigation
of that institution by the Marion
county grand jury.
Both articles were taken from
their owners at the time of imprison
ment and were placed iu the Super
intendent's safe for keeping until
the prisoners should be discharged.
The ring, by a strange circumstance
was discovered by its owner. Ihe
watch has not been found aud Sup
erintendent James has paid the
owner its value out of his own
pocket.
The ling wax taken from Charles
Walton, the Portland street-car
robber, when he was brought to the
penitentiary. Like all other valu
ables taken lrora prisoners, it was
placed in an envelope, sealed, and
with Waltou's name written thereon
placed in the safe. About six weeks
ago Iioscoe James sent a suit of
clothes to the prieou tailor shop to
be pressed and ANaltou happened to
be the prisoner who received this
suit to work upon.

Feeling something in tho pocket,
Walton took it out and found it to
be his own ring. Complaint was
made to the officers and the ring
was restored to the safe. The ex
planation made by young James
was that he found the ring on the
floor of the office and put it in his
pocket, intending to give it to his
father, but forgot it
Superintendent James says he
had the box of valuables out ou the
table the day the ring was allegtd
to have been picked up aud on ex
amination he finds a hole was worn
in the corner of the envelope, so he
concluded that the ring slipped out
ot the envelope and rolled upon the
uoor wivnoui ueing noucea.

was satisfactory to him, and the
matter was dropptd.
