' There are ninny things nbout
each other which nations would
like to know. In order to dis
cover what what they must know,
but arc not allowed to, civilized
; states employ military spies. They
tuny be military or naval nttaehes,
duly accredited to an embassy, or
secret agents, who arc sent to reside
jr travel in those districts from
which information is required by
! the intelligence department. The
work of the Grst class is not uniin
1 portant, but it is not risky. The
1 officer may not overstep the bounds
I of common honesty, aud rarely, if
ever, attempts to achieve anything
I secretly.
He is closely watched and knows
it. If he becomes a strong center
of attraction he may divert the at
tention of watchers from some se
cret agent who is possessing himself
of the particulars the attache is
i ostensibly so anxious to acquire,
but is successfully prevented from
; securing. The attache is useful as
. a clearing agent. Spies become
1 possessed of facts which are of no
real value to those who employ
them, but arc assumed to be worth
1 much to the agents of other
, countries, and an exchange of
1 "pieces" is effected. Sometimes
apparently useless information is
tout. And thus we get home.

SHAMROCK GIVI5N TIMIv AL
LOW A NCIS.
New York, Aug. 18 The Re
liance and Shamrock III were
measured today in the ICric Dasin
by C. 15. Mower, official measurer
of the New York Yacht Club. As
.1 result of his measurements it
was announced tonight that the
Reliance would allow the challen
ger one minute and 45 seconds over
a thirty-mile course. It was found
that Shamrock III was slightly
longer on the water line than the
American boat but the latter
proved to have nearly 2000 more
square feet of sale area. It was
this that taxed the American boat
so heavily.
