CANAL PROJECT MAY FAIL.
Senator Morgan Says Title to Panama
Route Is Insecure.
Washington. Dec. 23. Thero were
20 senators In their seats when the
Senate was called to order for th
final session before tho Christmas
holidnvs. Thev heard a vigorous nd-
dress by Morgan on the isthmian
canal negotiations.
Morgan contended for the making
good of contracts entered Into by
President McKInley with Costa Rica
nnd Nicaragua. The negotiation of
these agreements ho characterlied as
a masterful act. and paid they were
about to bo trodden under foot why
this was true was not a question for
a Democrat to solve, but ho could, at
any rate, say he did not agree with
the mind-renders ana spirit medium
who had since declared that Mr. Mc
KInley did not mean what he said In
the contracts.
He then went on to express appre
hension that if the United States, did
not avail Itself of the opportunity to
build a canal by the Mcaraguan
route, none would be built, and he
raid the appropriation of $180,000,000

Attention was called to the fact
that under tho Colombian law, only
the Congress of that country can rat
ify a treaty. There had been no Con

penses out of the $3,000,000 on hand
or the $10,000,000 promised by the
United States. He therefore ex-
pressed apprehension that a treaty
that might be accepted by this gov
ernment would fall of action In Co
lombia.
After quoting from the concession
granted to the liquidations of the old
Panama Canal Company, which Mr.
Morgan said was also made a law of
Colombia, he said:
It Is a surprise to Jurists and lay-
men alike In our country that the At-
torney General, In his opinion given
to the President on the right and
power of the new Panama Canal
Company to revoke a title to the
United States of Its property in Pan
nma, omitted to notice the prohlbl

visor of Elections Denjamtn Butler,
Captain O. W. Mentz, United States
Marine Corps and James Brenna, an
employe of the Country Club, have
been arrested on Information received
by the customs authorities for smug
gling two lots of wines and liquors
from St. Thomas, brought here on
the United States ship Uncas and
lighthouse tender Laurel, in all CI
cases. Tho prisoners were bound
over until Monday and Tuesday under
jzuoo ban, when the preliminary ex
amination will be held before United
States Commissioner Anderson.
It Is alleged that supplies for the
Country Club, which the Elite bought
In St. Thomas, were smuggled In
through tho navy and army. Butler
Is managing officer of the club and

will be made today, and It is said that
a large number more will follow, as
the smuggling has continued for a
long period and goods are being se

Tralnwreckers Foiled.
Memphis, Tenn.. Dec. 21. An at
tempt was made to wreck tho 'Frisco
fast passenger train from Birming
ham last night, three miles cast of
this city. Just before tho train ar
rived beforo a high trestle, three
miles out, a farmer discovered four
men laying cross-ties across tho
track. Ho advanced toward them
and they fled. A short distance fur
ther on It was found that several
spikes had been drawn and laid on
the rails. Tho train was flagged and
stopped within a fow yards of tho on
structlon.
To Create dame Preserves.
Washington, Dec. 21. Senator Per
kins, of California, today Introduced
a bill authorizing the President to sot
aside areas within forest reserves to
bo preserved ns breeding places for
wild animals, birds and fish, within
these areas all hunting, fishing and
killing of game Is to bo prohibited at
all times. Tho Senator has drawn his
hill along lines recommended by tho

insane asylnm accepted 2,100 cords of
big fir wood at from $ 1.03 hi to (3 per
cord, 40 cords of oak at $3.80, for the

Admiral Douglas, of tho British fleet,
has ordered the blockade of La Quay-
ra, Carenero, Quanta, Cumana, Cam
pano and the mounths of tho Orinoco
River. This blockade is now In ef
fect. Days of grace are allowed
follows:
To vessels sailing prior to tho date
of the decree of blockade from tho
West Indian ports and from the east
coast of the continent of America
Steamers, 10 days; sailing vessels, 20
days.
From other ports Steamers. 20
days; sailing vessels, 10 days.
vessels in the blockaded ports will

ances. Violators of the blockado will
bo liable under the law.
It Is intimated here that the block
ade probably will not last longer than

man cruiser Falke captured tho Ven
czuelan schooner Victoria In the Gulf
of Maracalbo, the captain of tho ves
sel was given 10 minutes to leave bis
ehlp. A heavy sea was running at tho
time, and the small boat In which tho
Venezuelans disembarked was nearly
capsized. Ab It was, ona of the
schooners crew was drowned. It
has been learned that tho captain of
tne victoria was not aware of Ven
ezuela's difficulties with Germany and
ureal Britain.

Copenhagen, Dec. 23. All attempts
to float the German turret-ship Whit
