In a recent Issue of the "Oregon fur
dlu i ortschrltto des Elseubnhuwusuns'
U von I.ublmocr, chief engineer of 'the
Traus8lbcrlan Hallway, describes an
Interesting phenomenon of frost action
which has been observed on tho line of
thnt rollwny In Siberia. This plicnom
enon, the distortion of wooden trestle,
bridges by the nctlon of frost. Is close
ly connected with the extensive frost
disturbances of the roadbed In general
which nre encountered In both Hutu
pen n nud Asiatic ltussln; hut while the
hitter effect has been known for ioiiio
time, tho action on bridge structures
has been noted and studied only during
thu last few years, snys tho Engineer
ing News.
Tho disturbance of thu roadbed by
frost Is a very serious mattur, states
Mr. von I.uhlmofT; on 15 per cent of
all Itusslnn railway lines It constitutes
ono of the most Important problems of
maintenance of way.' The dlsturbnuco
occurs mainly in low-lying, wot
ground; tho soli In such places Is gener
ally found to bo clay overlying or with
Intervening layers of water-bortrlng
sand or gravul. The action lu prolong
itl cold weather seems to be about as
follows: The earth gradually froozos
downward, nnd ns tho uiolstcr stratas
aro reached the contained water causes
them to freezo In thin shcots or lami
nations. As tho frozen layer Increases
lu thickness It tends to separate from
tho strata below and to form bumps
or hillocks. A succeeding rise of torn
pcrnture produces an open arid porous
structure In tho frozen layer, nnd any
water cntorlug from either above or
below fills tho Interstices. When the
touiperaturo again falls this water
freezes ami by Its expansion further
raises the swelling.
In time this process produces notice
able roughness of tho roadbed, which
may bo so cxtenslro as to make trntllc
nt any considerable, speed positively
dangerous. Mere resurfacing Is only
n temporary expedient, Tho only offec
tlvo moans to deal with portions of the
railway Hue that aro thus affected hns
been found to bo 0) to drain tho sur
rounding soil thoroughly by deep drain-.
age ditches, so that tho ground water
level In tho neighborhood of the road
bod Is lowered well below any possi
bility ot frost extending down to It, or
(3) to Incrcaso tbo depth of filling suffi
ciently to protect the natural ground
below It from tho action of frost. Tho
filling must bo of open tcxturo and well
drained, so that It will not Itself giro
trouble. In the snmo way, lloth meth
ods of protection nre, where possible,
used simultaneously.
Tho distortion of bridges Is a moro
difficult matter to copo with, though,
of courso, thu aggregato of damage and
lntorforonco with traffic la very much
less. It may bo stated that tho piles
are In each caso driven well down Into
the subsoil below frost luvol, but the
rising of tho surface layers, as explain,
ed above, lifts tho piles up with It by
friction.

After a rest of savcral years Ixird
Itosebery, who becntno the chief of the
Liberal party on tbo death of Glad
stone, Is again be
coming active In
tho political af
fairs of Orefltllrlt
nln. Ixmg ago bo

ho and his party
I (V were once com-
lord nosEiir.iiT. mltted, nnd now It
It Is probable that thcro Is not a moro
strenuous opponent to that policy to
i bo found In British public llfo.
I Iloscbcry's renewed activity In public
! llfo and his high station mako a study
of his character Interesting nnd much
light upon this subject Is given by tbe
London Malt In a recent article.
I Lord Itosebery, says tho Mall, Is one
of the wealthiest and quite tho most
brilliant of tho Hritlsh aristocracy. lie
Is a scholar of erudition, an author of
distinction ana the finest orator of his
day. Ha stands out from amid n
t wealth of mediocrity In solitary and
grand distinction.
Uur, underlying all this scintillating
surface, tbero Is a grim and tcrrlblo
pathos In bis life tbe pathos of uttor
solltnde. TJnseon by tbo crowd of ad
mirers who worship and envy him In
his proud supremacy, unrecognized
even by those who write and speak of
him as of a well-known friend, there
Is an almost tragic loneliness In his po
sition not merely In bis political sta
tus, bat In bis domestic llfo. Ho Is
'probably at tbo present moment the
most closely observed of all public men,
tbe best known to the general run of
his countrymen. His circle of ac
qualntances Is probably larger than
; that of any other person not ot royal
rank. His friends aro legion. Yet It
; would be scarcely overstepping tbo
truth to say that ho has not a single
Intimate that there Is not a living
creature with whom be can ever en
tirely throw off that reserve that bides
bis Inner self as a garment He is,
even In tbe midst of the applauding
multitude, at a reception, or at his own
dinner table, always alone. It Is only
natural that this loneliness of dlsposl
I tlon should beget a lovo of solitude.
I It Is not far to seek for tho cause ot
! this pathetic seclusion. Lord Roso-
bcrs life, with all Its glories, with
1 all Its achievements, has been a sad
one. From bis earliest days Fortune
squandered her richest gifts on him
with a lavish hand. Born of a mother
, as beautiful, as fascinating as she was
Intellectually brilliant a former maid
of honor and bridesmaid to Britain's
late sovereign heritor of a proud title
and of great wealth, blessed with men
tal gifts and aptitudes surpassing
those of any man since Disraeli, and
possessed of a sound If not robust con
stitution, tbe world lay at his feet when
as little more than a boy he fell In love
with the wealthiest heiress of his tlmo
Miss Hannah Rothschild, heiress to
the wealthiest and most powerful
branch of that distinguished family.
UIs meeting with her was as romantic
as anything ever conceived by any
novelist His carriage collided with
-hers, and by extraordinary agility,
combined with no less extraordinary
presence of mind, be sprang out and
caught her as she fell after having been
thrown upward by tbe forco of tbo
Impact Then be carried her, stunned,
to a neighboring house.
He devoted to her all tbe ardor and
passion of a great nature, and, despite
tho most relentless opposition on tho
part of her father, be finally succeeded
In winning ber. The lovo that bad
stood tbe stress of a trying coartsbip
lasted unimpaired during the whole ot
bis married life. His wife was some
thing more than a wife to him. She
was his maker. She threw herself
heart and soul Into his work and Into
bis sport It was she that had made
him n politician; It was she that set
him out on that brilliant career which
sbe never lived to see blm consummate.
The effect on such a man of the trag
ically early death of such a helpmeet
can be understood. It accounts for all
his love of solitude, bis preference for
quietly tending his roses at tbe Dur
dans, or wandering up and down tho
terraces at M en t more, to tbe gnyety ot
a social life.
Lord Rosebery Is one ot tbe most
restless men In the United Kingdom.
He Is troubled with Insomnia and be Is
constantly traveling from seat to seat
In vain efforts to lid himself of bis
enemy.
