A Presi dent's national policy is subject to reversal by the people when the term for which he was chosed has expired, but in the meantime be can bring many influences to bear to coerce his masters. He is com-inandcr-iu chief of the army and navy; he lias the selection under the law of the officers of these two departments of service, and has the distrubution of several hundred millions of the people's money each year. It is absurd to speak of an official who can select one of his masters for high and highly re munerative office as a servant. But it is in the interest of the masters rather than of their so-called ser vant that adequate protection should be afforded the President and other high officials. It can hardly be expected that a form of government will endure which does not provide for its own permanency. If in a republic the relation between thejiead of theGovernnjentarid the people is such that the head cannot be properly protected, a demand will arise for a form of government that will not be exposed to changes which must result from frequent attacks upon the existing order of things. Many agriculturists in Europe have long been convinced that mo lasses is an admirable food for horses and cattle, and their con viction is stronger than ever, owing to certain experiments which have been recently tried, and which have proved eminently successful. Un fortunately, in some countries, farmers have practically been debar red from using molbssesin this way, owing to tho fact that there is a duty on all saccharine material, but now, in France, at least, steps have been taken to remove this ob stacle, and furthermore, the French Government has publicly notified agriculturists that it will do all in its power to aid them in populariz ing the new food. The most notable experiments with molasses have been made by M. Decrombecque, a chemist, and M. Mannechez, ' a Veterinary stir geon at Arras. They assert that chopped hay or grass mixed with molasses is an excellent cure for asthma, and, furthermore, that food of this kind neither loads the stom ach nor impedes respiration. They also think it likely that during diges tion the sugar in the food produces alcohol, and they say that, if so, the animal's health is bound to be benefitted thereby. Two other experts, MM.
