of the Oregonian for a goodly
period of that time, in a splendid
article in that paper of recent date,

trip, comments as follows with ref
erence to his right ofsulTerage:

pared to say that as a class the
negro is not fitted for citizenship,

long-coat-tailed preacher and the
old black rnanny. They are ig
norant, shiftless, care free and de
pendent, as a rule, though there
are among them many notable ex
ceptions of honest industry and

Whether the Southern negro is
what he is because of his environ
ments I will leave for others to say;
but as long as he is what he is the
South will be better off if he does
not insist on his right to vote; and
the republican party will be much
better 01T in the South when it
ceases to lend its moral and legisla
tive support to an impossible effort
to make oil and water mix. This
may seem a blunt statement of the
situation; but it is a condition, and
