CRIMJXAL JXSAXE.
According to the Salem States
man Superintendent Cnlfireath of
the Oregon State Insane Asylum
"displays a humane disposition
toward a certain class of criminals
whose condition he terms criminal
insanity."
The superintenneut of Oregon's
great home for those of unbalanced
mind describes this certain class as
"nosscssinir natural impulses to
commit crime which they cannot
resist," and contends that it is
wrone to hold them accountable
and to imprison them that they
should be treated in asylums for the
insane. The Statesman pertinently
remarks that "There is a basis of
truth underlying the doctor's reas
oning, but that it is a dangerous
doctrine to push too far, or the out
raged populace in a neighborhood
where one of these fellows lets his
imnulses run loose will not wait
for some fine-spun theorist to as
certain whether it is natural or just
acquired for the time."
There is food for much thought
in the doctor's scientific assertions
and the Statesman's comments
thereon. We can hardly imagine
that there will come a time when
we shall not be called upon to pro
vide for the safe keeping and main
tenance of the criminal and insane.
But the time will come when we
shall look after them before they
shall have done bodily harm to
themselves or others in this and
this alone is embodied the true
humane spirit. Scientific research
gives evidence that a large propor
tion oi criminals are born criminals
and insanity is hereditary. Since
science has laid bare these plain
facts, naturally we look to science
to provide a way that the "evil
men do" to themselves and others
shall in a substantial degree be cor
rected and if possible overcome for
the benefit of our own and the gen
erations to come. With this thought
in view the Statesman further says
"Some of the most advanced
thinkers are of the belief that in a
few years the criminal by impuls
who cannot be made harmless by
education and by corrective methods
will be made so and his ranks de
pleted by surgical methods."
In view of the above quotation
issue may be taken in that a small per
cent of the criminal class are made
better by the treatment adminis
tered behind prison walls, and
proportionate small per cent of the
insane are permanently benefited or
effectually cured. The world does
not expect it, nor do the most ad
vanced scientists believe that the
time will come, looking into the
future with other than the visionary
eye, when permanent reform in the
one and cure in the other shall be
attained in cases where thecrimina
"impulse" and the hereditary
tendency to insanity has run its
viciousand madenirigcourse through
boyhood's years to the goal of ma
turity.
But the time is1 now at hand
when science may, through means
of legislative enactment point
the mysterious finger of knowledge
toward the babe born into the
world tainted with the instincts at
tendant upon the vicious criminal
or branded with the hot iron of
hereditary insanity.
If science can pick the criminal
and the insane from among the
babes in the cradle, and the law
provide a home for these un
fortunates in the tender years,
then science can have a fair chance
to break down barriers to respecta
bility and sanity; and thus improve
the moral, physical and mental con
ditions of those who come into
the world tainted with vice, crime
and shattered mind, say notbiug of
thousands of frightful crimes pre
vented, by "locking the stable' door
before the horse is stolen,"
Portland is to have a shoe manu
factory, another credit mark for
the enterprise of Portlandcrs.
A business house of Portland
located only a few doors from the
police station was entered and the
safe blowed up the other night.
It would be well for the
chief of police of that city
to double the patrol at the police!
station the headquarters of Port
land Hawkshawes may be looted
most any time.

bring the perpetrators of these
crimes to speedy justice, llie
brute who will lay plans and put
them into successful execution
whereby a son or daughter is rudely
torn from the loving hearts Oi
father and mother, needs hanging
upon 10 minutes' notice
No greater compliment could be
given the Oregon delegation than
that presented in the fact of the
handsome appropriation by con
gress for river and harbor improve
ments for this state. Think of it,
$2,340,500 to be used on the rivers
and harbors of this state. To be
sure much of it goes to the Columbia
and Willamette, but there is where
the major part of it is needed. Tak
ing everything into consideration
the money is wisely distributed
among the important rivers and
harbors. The delegation, to a man,
is deserving of the hearty approba
tion of the people of Oregon, and
especially should the people of Lane
county be grateful to Hon. Thos.
H. Tongue for his efforts in the Si-
uslaw river reinstatement. The
Sitislaw is deserving of assistance
and Mr. Tongue knew it. His
efforts were untiring and success
came of it. He is the right man in
the right place.
