American soil. Why even these
non-expansion newspaper men ex
pand. They are using every effort
to put out a larger and better paper,
to enlarge their subscription list.
Why, God bless 'em, if you would
read some of their non-expansion
articles, you would become con
vinced that their heads were ex
panding; and if their heads were to
burst when they get on one of their
non-expansion streaks, one would al.

were read, and on motion the mayor
and recorder were instructed and
authorized to enter into contract on the
part of city with J. C. Staffer for con
struction of 220 feet of Bewer pipe, in
accordance witli the contract prepared
and submitted to the council by re
corder and also to enter into contract
with U. S. Martin for the digging of
ditch, laying of pipe, etc., in accordance
with contract prepared by and sub
mitted to council by recorder.
Recorder instructed to draft ordi
nance establishing the grade of Fourth
street and for letting contract for grad
ing the same, said ordinance to be sub
mitted to council at next meeting
thereof.
On motion committee of three con
sisting of Councilmen Stone, Hnwley
and Chrisman were appointed to su
perintend construction of the sewer
pipe, digging ditch, laying pipe, erecting
curb, etc.
Council adjourned to meet on Thurs
day, April 20 1890 at 7 o'cpi-k p, nj.

poll tax according to see 2835 Hills code
which reads as follows:
"The assessor shall require every per
son to pay his poll taxes of every kind
at the time of assessing the Hamo, and
in default of such payment the assessor
shall immediately give to the sheriff a
list of such poll taxes and the sheriff
shall immediately collect the samo.
Also see Sec 2834 and if ho cannot find
personal property out of which to muko
the same shall demand such tax from
any person who may be indebted to
such tnx payer and shall collect tho
same."
