At certain points, the
road was measured to be
more than eight inches off.
The contracted engi-
neering firm, Branch En-
gineering, was called in
to resurvey the work that
had been done on the in-
tersection and determined
that Wildish Construction
had done everything ac-
cording to the plans the
construction
company
had been handed.
Upon inspection of site
design documents, howev-
er, it was found that infor-
mation used for creating
the construction docu-
ments of the crosswalks
had been entered into the
computer incorrectly, re-
sulting in three crosswalks
not following the contours
of the road.
The input error was not
fully realized until after
the finished concrete had
been already poured into
forms and the forms re-
moved.
One of the original pro-
posed solutions was to
reshape the whole inter-
section. However, “the en-
gineers felt that it would
be a better overall product
if we just fix the existing
concrete that needed to be
fixed and not reshape the
road,” said Stewart.
The engineering firm
elected to cover costs of
repair.
“Branch [Engineering]
has stepped up and they
are the ones that are going
to pay for the corrections,”
said Stewart. “The city has
helped with doing flagging
to reduce the costs for the
project and we also took
out some pavement be-
cause we’ve completed the
repairs to the to northern
crosswalks along Taylor.”
The southwest corner of
the intersection now re-
mains the last item to be
fixed, the completion of
which will mark the Safe
Routes to School project
as completed.
Initially estimated to
cost almost $1.7 million,
the safety project address-
es key safety concerns
on five routes to Cottage
Grove schools. For most
of these routes, safe side-
walks are an issue.
Stewart estimated the
corrections should be
completed in early July.
The issue kicked up an
energetic discussion both
in the council and in the
public when it first arose
in March. Some on the
council were perplexed
with how it the situation
emerged in the first place
and some in the public
were eager to find the par-
ty at fault.
Stewart expressed hope
that future issues would
be allowed to be resolved
without premature fin-
ger-pointing.
“We try really hard to
find out — when we do
have an issue — to find out
why we have an issue and
resolve it,” he said. “People
should give us time to fig-
ure that out before they go
out and say things. Wild-
ish did exactly what they
were paid to do.”
Some comments on so-
cial media cast judgement
on the construction com-
pany before any fault had
been determined, which
Stewart noted was unfor-
tunate because the com-
pany employs many local
community members.
“They had a set of plans
that were given to them,
they built it exactly the
set of plans, and for folks
to immediately blame
the contractor, that’s too
bad, because they did do
a great job,” he said. “And
it would have been nice if
we would have recognized
or we would have called
it out before the concrete
was set, but unfortunate-
ly that just didn’t work in
this instance.”
