Historic Landmark Commission application extended Chamber, Downtown
The City of Cottage Grove
is recruiting volunteers for
four positions on the Histor-
ic Landmark Commission.
The commissioners are
appointed by the city council.
The Historic Landmark
Commission meets once a
month on an as-needed basis
in the evening.
People interested in apply-
ing for the commission need
to complete a Historic Land-
mark Commission applica-
tion available on the City’s
Jobs and Volunteers webpage
at
www.cottagegrove.org/
jobs.
Applications can also be
received by contacting the
Public Works & Develop-
ment Department at City
Hall.
Applicants must have a
demonstrated positive in-
terest, knowledge or com-
petence in historic preserva-
tion.
The deadline for receiving
applications has been ex-
tended until Dec. 4 at noon.

Oregon providing mortgage support for homeowners
The Oregon Homeown-
ership Stabilization Initia-
tive (OHSI) has launched
a mortgage relief program
to help homeowners at risk
of losing their homes due
to COVID-related financial
hardship.
The COVID-19 Mort-
gage
Relief
program
provides assistance to
homeowners who have ex-
perienced a financial hard-
ship to help them avoid
foreclosure.
The program provides a
one-time payment direct-
ly to mortgage servicers to
bring delinquent first-lien
mortgage accounts current.
OHSI is a program ad-
ministered by Oregon
Housing and Community
Services (OHCS), on behalf
of the Oregon Affordable
Housing Assistance Corpo-
ration, and funded through
U.S. Department of the
Treasury’s Hardest Hit
Fund (HHF) established
during the Great Recession.
OHCS, with the sup-
port of Senators Wyden
and Merkley, successfully
advocated to extend these
funds to provide relief to
Oregonians impacted by
COVID-19.
“Oregon residents are
facing multiple crises at
once,” said Emese Perfecto,
Director of OHCS Home-
ownership Division. “We
know that easing the bur-
den of past due mortgage
payments is a critical way
we can keep families stable
while they endure these
challenges. This program
provides hope to many
struggling homeowners.”
As of September, 165,000
people were unemployed in
Oregon, double the num-
ber of unemployed people
one year ago. While the
unemployment rate has
improved slightly since the
Vision Keepers Committee seat open
The Vision Keepers Com-
mittee is seeking applicants
for three “at-large” posi-
tions. Two two-year terms
and a one-year term are cur-
rently open.
Applicants will be inter-
viewed and then confirmed
by the Cottage Grove City
Council.
The role of the Vision
Keepers is to monitor prog-
ress of the Cottage Grove
2037 Vision Action Plan,
encourage implementation
of actions, provide technical
assistance or support where
appropriate, produce annual
progress reports and recom-
mend minor modifications
to the plan as necessary.
The deadline to apply for
the Vision Keepers Com-
mittee is Friday, Dec. 11 at
5 p.m. Applications can be

The program eligibility
criteria include:
• Became past due on
mortgage payments after
Jan. 1, 2020
• Experienced a financial
hardship such as job loss,
reduced income, high med-
ical costs, disability, death
in the family or divorce.

Ross A. Saltsgaver, 93, of
Cottage Grove, OR passed-
away on November 26, 2020.
He was born on October 7,
1927 in Indianapolis, IN to
parents Charles B. and An-
neta E. (Lee) Saltsgaver. Ross
worked the majority of his life
as a general laborer for the
natural gas and oil industry.
He also worked for the Coca
Cola Bottling Company in
Illinois and came to Oregon
in 1945 working to complete
the Dorena Dam in front of
Dorena reservoir. Ross loved
Oregon and fishing. Ross is
a member of the Old Time
Gospel Fellowship Church.
He is survived by his children,
Ross Lee Saltsgaver and wife
Barbara, Peggy Jo Hammond,
Donald Ray Saltsgaver and
wife Pam and Richard Allen
Saltsgaver and wife Connie, all
of West Virginia; nephew, Rob-
ert Saltsgaver and wife Eleanor,

Jean Marie Wendeborn of
Eugene died November 13,
2020 at the age of 88. She was
born November 21, 1931 in
Hysham, Montana to Ralph
and Dolah (Allen) Plaisted.
Jean spent her grade school
years in Dorena, Oregon and
graduated from Cottage Grove
High School.
On September 11, 1960 Jean
married Ernest Heinrich Wen-
deborn in Cottage Grove, Or-
egon. Th ey were married until
he died on June 5, 2016.
Jean worked as a telephone
operator for Pacifi c North
West Bell (which is now Cen-
tury Link) for 29 years until her
retirement in 1983. Jean and
Ernest enjoyed volunteering at
Sacred Heart Hospital together
and she put in over 5000 volun-
teer hours there.
In her free time Jean enjoyed
square dancing, trips on Expe-
rience Oregon, traveling any-
where with Ernest, her pet cats,
trying new recipes, embroidery
and crocheting. In 2019, she
moved to Magnolia Gardens in
Cottage Grove where she loved
to play Bingo.
She is survived by her sister
Agnes (Dean) Snauer; brother
Jim Plaisted; sister-in-law Shir-
ley Plaisted; and many nieces
and nephews.
Jean is preceded in death by
her husband Ernest; brother
Lee Roy Plaisted; and sister Ro-
salie Lake.
A celebration of life will be
held at a later date. Interment
will be at Rest-Haven Memori-
al Park in Eugene.

away on November 20, 2020.
He was born on January 18,
1960 in Cottage Grove, OR to
parents Ulyess and Carol (An-
gel) Woody. Brad graduated
high school in Woodland, WA.

Wanda Claire Donati 86,
of Cottage Grove passed
away November 18, 2020.
Cause of death was heart
and lung failure. Wanda was
born January 6 1933 in North
Bend, Oregon to Melvin and
Edna (Boice) Baker.
Wanda attended San Jose
State in San Jose, California.
She worked for Lockheed
Space and Missile in Sunny-
vale, California as a Budget
Analyst. Wanda had many
hobbies such as counter
cross-stitch, ceramics, read-
ing, and computers. She be-
longed to Daughters of the
Nile OES Life Member Cot-
tage Grove Oregon.
Wanda is survived by her
husband, Charley-Jo Donati;
sister, Carrie Jacobus of Fall-
brook, CA.
Wanda was preceded in
death by her parents; Erin
Barker (daughter); Rick
Barker (son); Lori Barker
(daughter); Melvin Barker
(1st husband); and Brett Do-
nati (grandchild on 2nd hus-
bands side).

On Sunday, November 1st,
2020, Douglas Abbott passed
away peacefully at age 69 in
Logan, Utah. He was born on
November 18th, 1950 in Port-
land, Oregon to Joseph and
Doris (Okelberry) Abbott and
was raised in Cottage Grove,
Oregon. He received degrees
from Oregon State Universi-
ty, Brigham Young University,
and the University of Georgia.
He was a tenured professor of
Family and Consumer Science
at the University of Nebraska
for 30 years. Th rough his work
he traveled throughout Asia
and the Middle East and pub-
lished numerous research arti-
cles. He and his former spouse
Mary Abbott raised 3 daugh-
ters-Emily, Erin, and Alisha,
and he was “Uncle Doug” to
He was a tire repair technician
for Les Schwab. Brad enjoyed
the outdoors and being with
his dog. He is survived by his
daughter Terrah Woody, Eagle
Point, OR; son Blake Woody,
Newberg, OR; father Ulyess
Woody, Cottage Grove, OR;

Doug loved to travel and
learn of other cultures and
religions. He spent extensive
time in China, India, the Phil-
ippines, the U.A.E., and Israel
and spent many hours studying
Islam, Judaism, Buddhism, and
Hinduism. Doug also served
an LDS mission to Arizona and
spent much of his time there
among the Navajo people. He
was at home in any body of
water, no matter the tempera-
ture, and swam in creeks, lakes,
rivers and oceans at every op-
portunity. He loved people and
enjoyed inviting families to his
home. He retired to Logan in
2014.
Doug was preceded in death
by his father Joseph, and his
mother Doris. He is survived
by Mary, his three daughters
Emily (Christopher) Ross, Erin
(Stephen) Pister, and Alisha
(Kolby) Mickelson; his broth-
ers Greg (Margie) Abbott and
Tom (Lisa) Abbott, niece Oliv-

Pauline Mary Feynn
of 93. Born January 13, 1927,
Pauline leaves behind her hus-
band of 55 years, Loyd Feynn.
She is also survived by her
children, John Eller and Cassie
Landrum, both of Washington
State, Marlene French of Texas,
Frank Eller of California and
Lisa Feynn of New Mexico.
She was preceded in death by
son, Hank Eller of California.
Along with her children, nu-
merous grandchildren and
great grandchildren celebrate
her long and faithful life.

is funded through the U.S.

The assistance is offered
through a no-interest, for-
givable, five-year loan that
requires no payment from
the recipients so long as
they don’t sell or re-finance
their home for cash for at
least five years.
Because funds are lim-
ited, homeowners in need
are encouraged to apply as
soon as possible.

Julie Hansen Heegard
passed away at the age of 38,
on November 18, 2020 in
Cottage Grove, Oregon. Julie
was born at McKenzie Willa-
mette Hospital June 29, 1982
in Springfi eld, Oregon. She
started school at 5 C’s in Cre-
swell, attending Delight Valley,
Lincoln Jr. High and graduated
from Cottage Grove with the
class of 1999. Julie Moved to
Seattle aft er high school to at-
tend the Art Institute. She soon
discovered she wanted to be a
Hairdresser. She received her
training at Springfi eld College
of Beauty, and she found her
passion. Julie currently worked
at Salon 7 in Cottage Grove,
and One Stop Hair Shop in
Springfi eld. She married Darin
Heegard during the summer of
2003, and they later divorced.
Julie loved helping with her
Kids activities and attending
their sporting events and music
programs. Being a mom was
her proudest accomplishment.
She played guitar and enjoyed
live concerts. Th e song “Sweet
Child of Mine” will forever
bring memories of her. Julie
was an avid Oregon Ducks fan,
enjoyed trips to the Oregon
coast, annual ice fi shing trips
with her dad and family trips to
Disneyland. She also smoked
the best fi sh, and her grasshop-
per pie was awesome. She had a
wonderful quirky sense of hu-
mor and a tender heart. Julie is
survived by her children Ever-
ett and Nora of Cottage Grove,
OR; parents Diane and Brian
Hansen of Cottage Grove, OR;
sister Heidi (Jason) Baker and
nephew AJ of Roseburg, OR;
grandmother Kathy Dickin-
son of Leaburg, OR; mother
in law Lilli Fisher of Cottage
Grove, OR. She is preceded in
death by grandparents Wesley
and Mary Hansen; grandfather

sen. Julie leaves behind a won-
