10A | OCT0BER 15, 2020 City from A1 took to do their work, said Public Works and Development Director Faye Stewart at Monday’s city council meeting. “In our contract, it’s not legal to work split shifts and so therefore we had to come up with a solution,” said Stewart. “Once that came to my knowledge, we imme- diately went to paying overtime for that time and made sure that the employees worked their full shift. So this is essen- tially fixing that problem and allowing our super- visors that have been working nonstop an op- portunity to disconnect from the phone.” The new standby poli- cy will spread out the re- sponsibility for calls for service among multiple employees rather than relying on supervisors as the sole respondents, | COTTAGE GROVE SENTINEL putting most employ- ees on a weekly rotation while water treatment plant employees rotate daily. Employees will be paid one hour of over- time pay per weekday and two hours of over- time pay per weekend day and may elect to be paid either in overtime or comp time. Supervisors receive no additional compensa- tion for standby or after hour calls. The new standby pol- icy is also intended to improve response times to calls for service and allow supervisors to break from answering after-hour calls for ser- vice. While Kimball told The Sentinel that the city’s water treatment plant already operates in-house effectively re- garding sudden calls for service, an improvement on response times may have impact on other is- sues faced by the city. On Oct. 22, 2017, a 12- inch city waterline rup- tured at 675 South 14th Street, causing damage to at least six residences as well as requiring sub- sequent street repairs. The city water reser- voir lost 1.23 million gallons of treated drink- ing water in a 2-hour pe- riod due to the break. As a result of the pol- icy amendment, labor expense for the city will increase a maximum of nine hours of overtime per week in the budgets for the water, wastewater and utilities budgets. The city expects most standby compensation will be paid in comp time and not directly impact the approved 2020-21 adopted annual budget. This year is the nation’s 75th observance of NDEAM, which is administered by the Department’s Offi ce of Disability Employment Policy (ODEP). The observance culminates the Department’s commemoration of the 30th anniversary of the Americans with Disabilities Act (ADA). “Ensuring that America’s workplaces continue to include and accommodate people with disabilities will be an important part of our economic rebound,” said U.S. Secretary of Labor Eugene Scalia. “Looking ahead, the Department will remain focused on the policies that led to a strong economy and record-low unemployment rates for persons with disabilities prior to the pandemic. A vigorous economic rebound and job growth will, alongside the Americans with Disabilities Act, increase access and opportunity for Americans with disabilities.” “People with disabilities are experienced problem solvers with a proven ability to adapt,” said Offi ce of Disability Employment Policy Deputy Assistant Secretary, Jennifer Sheehy. “Now more than ever, fl exibility is important for both workers and employers. National Disability Employment Awareness Month celebrates the ingenuity people with disabilities bring to America’s workplaces.” Each October, NDEAM celebrates America’s workers with disabilities and reminds employers of the importance of inclusive hiring practices. In 1945, Congress declared the fi rst week of October “National Employ the Physically Handicapped Week.” In 1962, the word “physically” was dropped to include individuals with all types of disabilities. Congress expanded the week to a month in 1988, and changed the commemoration to National Disability Employment Awareness Month. With its 2001 establishment, ODEP assumed responsibility for NDEAM. The agency’s efforts include selection of NDEAM’s annual theme, announced earlier in the year to enable organizations nationwide to plan their own observances. Employers of any size, in any industry – as well as community organizations, advocacy groups and schools – are encouraged to participate.
