gram, however, gives pri-
mary focus to the Histori-
cal District.
EBID, on the other
hand, was set up to gain
revenue for its projects
through a system akin to a
tax base for property and
business owners within
its jurisdiction. This rev-
enue is often funneled
into Main Street Program
projects.
Solesbee emphasized
that though they call the
revenue “taxes,” no pub-
lic funding has been or
will be involved follow-
ing the merger.
“No tax dollars from
city taxes [went] into ei-
ther organization prior
to this,” he said. “It’s all
based on fundraising, do-
nations, grants and ‘tax.’”

With projects depen-
dent on this revenue
but fee payment option-
al, Downtown Cottage
Grove is hoping to get
across the message that
it’s a district worth invest-
ment.
The district’s taxes are
based on square footage
and include a business
fee. Tier One, which is
essentially the Historical
District, and Tier Two,
which encompasses the
rest of the business im-
provement district, are
billed differently, the lat-
ter paying less.
All the same, business-
es in the area can benefit
equally from the projects.
“We can’t, as a non-
profit, give benefits just to
members,” said Solesbee.
“We hope people don’t
just opt out, because if
they did, our funding
would be gone and we
wouldn’t have a down-
town. … The different
things that add to down-
town and beautify it —
that’s kind of the point.”
Projects by both enti-
ties have included install-
ing park benches, funding
the Art Walk, building
All-America Square and
contributing to the cano-
py at Bohemia Park, said

“So it was just a really
good fit to put Main Street
and EBID together,” he
said. “It just helps to con-
nect and network every-
thing together.”
With the merging of the
two entities, access to na-
tional programs is hoped
to become more widely
available.
Among elements of the
Main Street America pro-
gram, seminars and edu-
cational tools are provid-
ed to businesses, services
which Solesbee hopes
will be extended to more
business owners along
Main Street.
A businesse like Cov-
ered Bridge Brewing
Group, which is situated
technically outside the
Historical District yet
still prominently on Main
Street, was unable to ap-
ply for a grant, Solesbee
said, but may qualify un-
der the expansion.
“So there’s an exam-
ple of one business that
will benefit and be able
to apply for a Main Street
grant,” he said.
The new structure will
change little in the way of
programs as Downtown
Cottage Grove will con-
tinue to support down-
town events such as the
Art Walk, Halloween and
Christmas, though plans
to adapt these to corona-
virus-related restrictions
are still in the works.
An idea to make down-
town more appealing with
a new lighting scheme is
also being planned.
The new board is
scheduled to meet for a
planning session on Jan.
16 to create other project
timelines and set goals for
the coming years.
Solesbee expressed a
desire to see more beau-
tification projects in the
future.
“What brings people
downtown brings people
through the rest of town,
too, so it’s good if we can
get them off the freeway
and get them to drive
through downtown,” he
said.
