Lane County As-
sessment & Taxation
reopened its service
counter on Tuesdays and
Thursdays from 10 a.m.
to 3 p.m. beginning this
past Tuesday, July 21.
Employees
assisting
customers at the service
counter will wear face
coverings.
Customers will also
be required to wear face
coverings.
Disposable face cover-
ings are available for cus-
tomers who do not have
their own.
Additionally, employ-
ees and customers will
be separated by a glass
barrier.
“We have statutory
deadlines that we must
meet and part of our
ability to do so relies on
being able to work with
our residents,” said Lane
County Assessor Mike
Cowles. “Not every-
one has access to online
services, and not every
question or issue can be
resolved from a distance.
“We are doing every-
thing we can to provide
services in a safe way.”
There are also several
contactless options to re-
ceive service. The Assess-
ment & Taxation phone
assistance hours are from
10 a.m. to 3 p.m., Mon-
day through Thursday.

Long-term care facilities
permitting outdoor visitation
Oregon’s licensed long-
term care providers may
begin providing limited
outdoor visitation for
residents if the facility
develops a plan to adhere
to required safeguards
to prevent the spread of
COVID-19.
Following the safety
prerequisites — includ-
ing health screenings,
face coverings, physical
distancing and limits on
the number of visitors —
is mandatory as Oregon
continues to experience
an increase in outbreaks
at long-term care facili-
ties.
While visits with fam-
ily and friends are essen-
tial to well-being, they
also create significant
risk, not only for the in-
dividual who is seeing a
loved one, but for every-
one who lives and works
in that care facility.
The Department of
Human Services outdoor
visitation policy applies
to all facilities licensed by
the Office of Aging and
People with Disabilities
including nursing, assist-
ed living, residential and
memory care facilities
as well as all adult foster
homes.
Facilities that are
currently coping with
COVID-19 cases, or sus-
pected cases, may not of-
fer outside visitation until
DHS determines that the
outbreak has resolved.
All current indoor visi-
tation restrictions issued
in March remain in place
regardless of the reopen-
ing plan status of the
county where the facility
is located; however, res-
idents are free to leave
and return to their facil-
ity if following all public
health guidance.
“We hope this policy
provides some relief to
residents, their family
members and friends
who we know have suf-
fered extreme hardship
as a result of visitation
restrictions
required
during the pandemic.

with the essential need to
have contact with family
and friends is challeng-
ing as COVID-19 pres-
ents life-threatening risks
and spreads rapidly in
congregate care settings,”

DHS Office of Aging and
People with Disabilities.

installation of a perma-
nent property tax pay-
ment box on Pearl Street
in Eugene between Sev-

ballot drop box, will al-
low residents to make
their payments without
entering the building.

and was a kind, loving and giv-
ing spirit who knew no strang-
ers. Her THYME on this Earth
was too short but left a lasting
impression in our hearts. A

She also enjoyed growing an

She was well known in the
community for her handmade

day night “Art Walk” or a lo-

an avid animal lover and had

Derek was born
December 26, 1972 in
Eugene, OR to Conley
and Kay (Stiff ) Phil-
lips.
Derek was a 1991 graduate
of Cottage Grove High School.
He worked at the Brewstation
in Cottage Grove. Derek en-
joyed fi shing, music and gar-
dening.
Derek is survived
by his parents Con-
ley & Kay Phillips;

Robert George Scott

Robert George Scott was
born October 24th, 1938 to
Robert & Elizabeth Scott. He
passed away July 12th, 2020 in
the care of his family. Robert
graduated from Coquille High
School in 1956. Later attend-
ing OSU his ability to kick a
fi eld goal rivaled his intellect;
“Th e Educated Toe” graduated
with a bachelor’s in business
administration in 1960.
Robert was a self-employed
CPA for much of his life even-
tually retiring from Starfi re
Lumber as a Financial Con-
troller.
Robert married Wanda
White July 1958 they later di-
vorced. In December 1984, he
married Linda Wilson. He en-
joyed fi shing & hunting, along
with spending time with Linda
on their property in Crescent.
Robert leaves behind 5
children: Craig Scott, Amy (&
Derick) Miller, Elizabeth (&
Doug) Collingwood, Cynthia
(& Alan) Widener and Clent
Wilson; along with 12 grand-
children & 5 great grandchil-
dren. He is proceeded in death
by his wife Linda in 2012 & son
Jeff rey in 2013.

Irma I. McIntosh
1930-2020
Irma I. McIntosh of Drain
and Cottage Grove, Oregon
passed-away on Monday, June
29, 2020 at the age of 90. She
was born January 22, 1930 in
Drain, Oregon to parents Fred
D. and Flora (Hudson) Swear-
ingen. Irma attended Sunny-
dale and Drain Schools where
she graduated in 1947. She
loved playing volleyball and
could even spike the ball, al-
though she was only 5’4”. Irma
married William W. McIntosh
June 14, 1949 in Drain. Th ey
had 57 years of a good mar-
riage. She worked several retail
jobs while raising the children.
Irma and William took the kids
on several camping and fi shing
trips which they continued
doing for many years until
William’s passing in 2007. She
is survived by her son Terry
(Harriet) McIntosh of Cald-
well, Idaho; daughter Sharon
(Dean) Yates of Selah, Wash-
ington; daughter Judy (Dan)
Weigand of Corvallis, Oregon;
four grandchildren Anna and
(Penn) Peterson, Brad and
(Chellie) McIntosh, Evan and
(Heather) Yates and Kristin
and (Shawn) Templet and eight
great-grandchildren. Our fam-
ily would like to say thank you
to Mom’s caregivers, Pat Farley
and Carolyn Palmer for their
friendship and devotion to her,
Magnolia Gardens and Cas-
cade Health Hospice. A special
thank you to her nieces, Linda
Shaw and Carol Taylor for their
support and friendship. May
