City budget committee to hold first 2020-21 budget meeting
The City of Cottage
Grove Budget Commit-
tee will be holding its first
meeting on the 2020-21
budget next Tuesday, May
5, beginning at 6 p.m.
Consistent with the
city’s efforts to help
prevent the spread of
COVID-19 and to pro-
tect the more vulnerable
members of the commu-
nity, the meeting will be
held virtually.
The public is encour-
aged to attend the meet-
ing online or by phone.
Anyone who cannot
access the meeting online
or by phone can attend
the meeting in person in
the Council Chambers at
Cottage Grove City Hall.
In order to follow social
distancing guidelines, the
City Council Chambers
will be limited to 10 peo-
ple.
Written testimony can
also be submitted, but
must be submitted by 3
p.m. to the city recorder
on the date of the meet-
ing.

Douglas County Parks, RV Parks to re-open Friday
The Douglas County
Board of Commissioners
announced April 28 that,
effective this Friday (May
1), Douglas County-oper-
ated Parks and RV Parks
will reopen to the public
on a limited basis.
Despite the reopening,
the county encourages
residents to stay home
and follow the Governor’s
Executive Order #20-12,
“Stay Home, Save Lives.”
However, commission-
ers agreed that the role
that outdoor recreational
sites provide in keeping
residents mentally and
physically healthy is im-
portant, explaining that
parks have the capacity
to allow residents to get
out and rejuvenate while
remaining socially dis-
tanced.
County commission-
ers warned that, if the
use restrictions are not
followed, it could lead to
the re-closing of Douglas
County Parks facilities.
Upon reopening the
following use restrictions
will be in place at Douglas
County Day Use Parks:
• Parking Fees will be in
place.
• Physical Distancing of
six feet will be required at
all times.
• Wearing of masks is
recommended.
• No groups of users.
Individuals, couples or
family units only.
• Be Prepared. Have
your own soap, hand
sanitizer or disinfectant
wipes.
• All pavilions, gazebos
and playgrounds will re-
main closed.
• All picnic tables and
other park amenities will
not be sanitized.
• Restrooms will not be
sanitized, except for the
following:

OHA revises testing COVID-19 guidelines
Monday night (April 27),
Oregon Health Authority
(OHA) revised guidelines
for COVID-19 testing to
prioritize impacted pop-
ulations and all frontline
workers.
The guidelines continue
to allow healthcare provid-
ers to make clinical deci-
sions about their patients.
In addition, if supplies
allow, asymptomatic people
within the congregate care
or group living systems can
be considered for testing.
The newly revised guide-
lines urge clinicians to po-
tentially increase testing
for Oregonians who may be
at particular risk for con-
tracting COVID-19. These
groups include:
• Those living or working
in congregate care or group
living facilities;
• Underserved and mar-
ginalized populations, in-
cluding racial and ethnic
minority groups, and;
• Essential frontline
workers, including those
providing healthcare ser-
vices and those serving the
public, such as grocery store
workers.

we’re best responding to

Marcia A. Anderson was
carried in God’s loving arms
to her heavenly home, April
13, 2020. Marcia was 98 years
old and gives God the glo-
ry for a long, happy, fulfi lled
life. She was born in Colton,
South Dakota, to Cora (Aus-
tin) and Andrew Henderson.
She began playing the piano
and organ in church at the
age of 14, and continued that
service to God until her mid-
80s. She was always involved
in all aspects of congregation-
al life. Marcia graduated from
Augustana College in Sioux
Falls, and aft er her husband,
Ray, was discharged from the
Navy in 1945, she taught high
school English and Music,
while he attended South Da-
kota State U. Th ey moved to
Minnesota to live, work and
rear their son and daughter
in Minnetonka. Marcia also
renewed her Teaching Certif-
icate and became a school li-
brarian. All students and staff
loved her, as she did them. In
1985, she and Ray retired to
Arizona, where they especially
enjoyed rides on Ray’s motor-
cycle and taking trips to visit

family and friends. Being a
mom and “Grandma Marcia”
were her greatest delights! Her
grandchildren treasure mem-
ories of her reading to them,
making up many stories, and
playing with them. As they
grew, she loved attending their
musical or sporting events,
and marveled at their accom-
plishments. Marcia moved
to Cottage Grove in 2018 and
was uplift ed by the family of
Trinity Lutheran Church and
spiritual care of Pastor Markus.
She thoroughly enjoyed lively
companionship and nurturing
care at Magnolia Gardens. Her
loving spirit, positive attitude,
wisdom, strong faith and good
humor will be missed, but we
are comforted that she is at
peace. Marcia is preceded in
death by her devoted husband,
Ray. She is survived by her son,
John (Gloria), and daughter,
Nancy (Steve) Vasilakes, her
6 grandchildren and 8+ great
grandchildren, her loving sis-
ter Ruth, nieces and nephews.
Marcia’s family will be forever
grateful to her Caregivers at
Magnolia Memory Care, and
the excellent care from Sacred
Heart Home Health and Hos-
pice. Memorial services cele-
brating Marcia’s life will take
place later. In lieu of fl owers,
please consider contributing
memorials to: the Angels of
Africa well project, c/o Trini-
ty Lutheran Church, Cottage
Grove, the Choir Program
at Peace Lutheran Church in
Peoria, Arizona; or the Haiti
Dental Mission program, by
Highlands Church in Scotts-
