by Jeff Davis for a variance to
Section 9.605 (Setbacks; side
where no street-5 feet).
The

Criteria for Decision Making:
A variance in the requirements
of the Drain Development Code
or Standards Document may be
granted if the following criteria are
met: (a) the property owner is
unable to enjoy the substantial
property rights enjoyed by other
