April, PeaceHealth Sacred
Heart Medical Center at
RiverBend is offering free,
pre-scheduled screenings
for peripheral artery dis-
ease, a common and po-
tentially dangerous circu-
latory problem in which
narrowed or clogged ar-
teries reduce blood flow to
the limbs.
According to the Cen-
ters for Disease Control,
approximately 10 million
Americans suffer from
peripheral artery disease,
which places them at an in-
creased risk of heart attack
and stroke.
The 15-minute screen-
ings will be held at the Or-
egon Heart & Vascular In-
stitute at RiverBend, 3333
RiverBend Dr. in Spring-
field. They include an an-
kle-brachial index measure
(ABI) — a comparison of
the blood pressure at the
ankle and in the upper
arm. Lower blood pressure
at the ankle can indicate
possible blocked arteries.

“The changes adopted by
the Board are administrative
changes to add definitions,
enforcement clarifications,
and mainly a fee table that
will apply to Lane County’s
Cleaner Air Oregon sourc-
es,” said Jo Niehaus, LRAPA’s
Public Affairs Manager.
In addition to closing gaps
in existing air quality rules,
Cleaner Air Oregon rules
will provide the public great-
er access to air toxics emis-
sions data and create more
certainty for regulated facili-
ties in addressing communi-
ty health concerns.
LRAPA will implement the
program next by working on
the ranking to prioritize the
call-in for existing sources.
“We are currently planning
to publish the groups in the
first two existing source tiers
for call-in by sometime in
early summer of this year,”
said Max Hueftle, LRAPA’s
lead staff person for the rules.

reduced visibility, reduced
traction between tires and
the road, and less predictable
car handling.

• Slow down, especially
through high water. Driv-
ing through several inches
of water at high speed can
cause you to lose control of
the car.
• Be aware of the potential
for hydroplaning, when your
tires encounter more water
than they can scatter. Your
tire loses traction with the
road and if this occurs, ease
off the gas, gently apply the
brakes and steer straight
ahead.
• Keep your distance;
you may need more time
to slow down.
• Turn on your head-
lights to improve visibility.
• Disengage your cruise
control.
• Check your brakes. After
driving through a puddle,
check that brakes are work-
ing properly by tapping them

Howard Donald Heib, 96 of
Drain, OR passed away April
6, 2019. He was born in Lord-
stown, Ohio to parents Charles
and Nora (Kinnaman) Heib.
Howard graduated from high
school and joined the Army
Air Corp serving in World
War II. He was a B-24 Crew
Chief Bombardier, and Aircraft
Mechanic. Howard was head
of maintenance, a millwright,
and truck driver for Ferro Cor-
poration. He enjoyed fishing,
travel, pinochle, and playing
Santa. He loved church and
was a faithful servant. How-
ard was a member of the Lions
Club and Veterans of Foreign
War. He is survived by son Rick
Heib; daughters Deb Heib and
Cheryl Bord; sister-in-law Pat
Dew; 5 grandchildren and 10
great-grandchildren. A funeral
will be held April 19, 2019 at
2:00 PM at Smith-Lund-Mills

Th ey were happily married for
67 years. She was a housewife,
and enjoyed Crocheting, count-
ed cross stitch, craft work, and
loved playing card game sticks.

Commission (EQC) Nov. 15,
