Feb. 12
• A bike was reported
found in the bushes on
Gateway Blvd.
• Multiple callers report-
ed a vehicle “bumping off
curbs” all over the roadway
on Johnson Ave. The subject
was given a courtesy escort
back to the their residence.
• A complainant on 8th St.
reported his girlfriend was
“very high and is outside
yelling at nothing.” The con-
tacting officer determined
no assistance was needed.
Feb. 13
• An abandoned utility
trailer on Jefferson Avenue
was marked and tagged for
towing in three days’ time.
• A business complained
of male subject using the
bathroom for over 10 min-
utes, stating he had done
this before and there was a
used needle on the counter
when he left. The subject was
advised of the complaint by
officers and moved on.

Feb. 14
• A male subject was re-
ported walking around at
Walmart in a hospital gown.
Customers were complain-
ing as it was “wide open.”
The subject then locked
himself in the family re-
stroom. Officers escorted
the subject to an LTD bus
stop to be en route to the
Eugene area.
A previously marked and
tagged utility trailer was
moved from Jefferson Ave-
nue.
Feb. 15
• A female dressed all in
black was reported walking
down the middle of S. River
Road toward Main Street.
• A complainant stated
that her elderly neighbor
had been letting a home-
less man stay in his shed
out back. She reported that
the subject had been yelling
and screaming for a while
and seemed to be throwing
things in the shed. She be-
lieved he was intoxicated.
• A stop sign was reported
on the ground at Eighth and
Washington streets
• An elderly woman with a
walker was reported stand-
ing on a corner on Gateway
Blvd. with a sign asking for
Feb. 16
• An injured deer was re-
ported laying in the middle
of the roadway at Bennett
Crk. and Elk Dr. Public
works was contacted and
the deer was removed.
• A complainant for-
got her purse in Walmart.
When she came back, it was
missing.
Feb. 17
• A male subject appeared
to be passed out in the bush-
es on Gateway Blvd. Upon
officer contact, the subject
was noticeably intoxicated
but able to care for him-
self. He declined a courtesy
transport.
• A brown and white male
stray dog was found be-
hind McDonald’s. A citizen
turned it over at the police
station, where it was im-
pounded.
• An officer arrested a
subject harassing custom-
ers in front of Safeway. The
subject was found to have a
warrant for unlawful use of
a weapon and menacing.
LCSO release Seat Belt Enforcement Saturation results
From Feb. 4 through 17,
Lane County Sheriff ’s Of-
fice deputies have conducted
overtime saturation patrols
focused on seat belt use,
child restraints, speed and
distracted driving.
These patrols are funded
solely through grant mon-
ies provided through the
Oregon State Sheriff ’s Asso-
ciation and Oregon Depart-
ment of Transportation.
This was in conjunction
with the nation-wide effort
sponsored by the National
Highway Traffic Safety Ad-
ministration.
During this two-week
saturation period, 12 dep-
uties contacted numerous
drivers in a combined 36
hours of overtime.
Deputies had the follow-
ing enforcement contacts:
• 19 Safety Belt Citations
• 13 Driving While Sus-
pended Citations
• 12 Speeding Citations
• 15 Distracted Driving
Citations
• 47 Other Traffic Cita-
tions
• 70 Warnings

the year for holidays and

Tor Edward Engen
1959-2019
Tor Edward Engen, of Cottage Grove,
passed away on January 14, 2019 aft er
struggling with cancer for several months.
He was born to Dorothy (Clementsen)
Engen and Per Engen in Glendale, CA on
October 17, 1959. He enjoyed growing up with his brothers in
southern California, and skiing at Mammoth Mountain, and
riding motorcycles in the San Gabriel Mountains. Later, his
kids remember how he enjoyed teaching them to fi sh and catch
crabs, and also to ride the quad around the fi eld. Over the years,
he had turned some things around in his life, and he helped
them see how to learn from one’s mistakes. In the last few weeks
of his life, he especially enjoyed having long conversations with
them, and getting to spend time with his young grandchildren.
He is survived by his loving partner of eight years, Melissa
Negrich of Cottage Grove; daughter Christina Engen, her
husband Michael Bindman, and their children Kaitlyn and
Matthew of Glendale, CA; daughter Nicole Engen of Hemet,
CA; son Ryan Engen of Cottage Grove; stepsons Randy Willie
of Arizona, and Kevin Parham of Hemet, CA; brother Chris
Engen of Eugene; sister-in-law Denise Brady Engen of Cottage
Grove; and also his little Chihuahua, Cloey. His parents and his
brother, Erik Engen, preceded him in death.
He was married previously to Barbara Hanson Lundin, and
also to Linda Parham Engen, the mothers of his children. Th e
family will hold a private remembrance when they gather later
in the spring.

College (LCC) School Board
Member Lisa Fragala an-
nounced that she is running
for a full term of her current
At-Large position and will

4J educator, a City of Eugene
Planning Commissioner and
a community activist, Fra-
gala said she will fight for a
greater variety of education-
al opportunities to position
today’s students for success-
ful futures, she will champi-
on the community college’s
efforts to improve equity and
protect those students who
need it most, and she will
strive to center the college as
a prime economic driver in
Lane County.
“Ultimately, access to a
robust education made the
difference in my life that al-
lows me to stand here with
you today,” she said. “I’m
committed to education as a
vision for greater social eq-
uity and for close to 25 years
I’ve worked with young
children to support that vi-
sion of education. Now I’m
excited to serve on the LCC
board with that same vision
for all types of students who
are looking to develop their
potential.”
