New rules adopted by Land
Conservation, Development
Commission for 2019
Th e Land Conservation
and Development Commis-
sion (LCDC) meeting held
Jan. 24-25 in Salem resulted
in the adoption of several
new rules that will be fi led
with the Secretary of State
and added or amended in
the Oregon Administrative
Rules.
Rules adopted at the Janu-
ary LCDC meeting:
• Simplifi ed
Urban
Growth Boundary — Th e
commission adopted rule
Winning smile
related to potential amend-
ment of an urban growth
boundary. Th is rulemaking
was required by Senate Bill
418 (2017).
• Solar Power Generation
Facilities on High-Value
Farmland — Th e commis-
sion adopted temporary rule
amendments to the rules
concerning criteria for ap-
proving solar power gener-
ation facilities on high-value
farmland.
Th e purpose of the tempo-

and Solar Power Generation Facilities
on High-Value Farmland are among
new rule changes adopted by the LCDC
amendments to amend the
Simplifi ed Urban Growth
Boundary amendment pro-
cess. Th e changes 1) clarify
the disposition of certain
types of lands devoted to
public and similar uses as
part of a buildable lands in-
ventory, 2) clarify the treat-
ment of lands that are split
between multiple diff erent
plan or zoning designations,
3) update several data tables.

manent rules related to “Ur-
ban Growth Boundaries."
Th e purpose of the amend-
ments is to establish proce-
dures for submittal and re-
view of phases of work tasks

tional protection for a subset
of the best high-value farm-
land (Class I, II, prime and
unique soils) and authorize a
new opportunity to increase
the size of solar facilities
where there is a commit-
ment to maintain commer-
cial farm uses (“dual use”).
Th e rules seek the balance
opportunities for contin-
ued solar development with
farmland protection.
Due to a petition to sub-
mit additional information,
the public comment period
will remain open until Feb-
ruary 15, and the adoption
of permanent rules is post-
poned until March 2019.

Master woodcarver to contribute to carousel project
Renown artist Ken Means
is considered to be a master
wood carver and painter of
carousel animals and many
other bigger than life sculp-
tures carved out of wood, as
well as the fi nishing detail
He has a carving school
in Myrtle Point, Ore. Th ere
are several carvers from the
Eugene/Springfi eld area who
are currently taking — or who
have taken — carving classes

When this writer fi rst was
considering starting a car-
ousel committee in Cottage
Grove to bring to the citi-
zens of South Valley a carou-
sel, I organized a meeting of
like-minded carousel people
in Albany and the carousel
museum. Twenty-six folks
from Oregon and Washington
came to discuss the Avenue of
Carousels, Interstate 5.
Coquille sent eight rep-
resentatives to that meeting,
including Ken and his wife,
Betty. When Ken learned of
our successful reconstruction
of the Cottage Grove Carou-
sel, he called and asked if we
would like to have him paint
one of our animals.
Remember, he has the rep-
utation of being a master carv-
er and painter in the world of
carousels.
I was delighted to say Yes,
we would certainly welcome
that.
Nadine Kelly, one of Ken’s
carving students, and recent
winner of the Cottage Grove
Chamber Presidents’ Award,
had adopted a carousel horse
to help the building fund for
a temporary or permanent
home for the Cottage Grove
Carousel. Nadine was thrilled
to accept Ken’s off er to paint
and detail her carousel horse,
which will be done at his
workshop.
I have personally toured
many carousels, most with
all hand-carved wooden ani-
mals, some with wooden and
aluminum animals. All the
carousels are beautiful to look
at, with detailed work by true
artists.
If anyone has a chance to
drive through Myrtle Point, it
is well worth the time to pre-
arrange a tour of Ken’s studio
and see the beautiful work on
his lions, giraff es, horses, etc.
He is a true artist, and we,
the organizers of the Cottage
Grove Carousel Project, are
thrilled to have the support of
a world-renown authority on
carousels.
I would add that the “Star
Trek” star, William Shatner,
has contracted Ken to carve
two full-size horses.
