said Andrew Stolfi , division
administrator. “Investors
must be cautious because
notes with durations of nine
months or less may not be
registered or even covered
by federal or state securities
laws.”
Promissory notes, a lead-
ing source of securities com-
plaints nationwide, are a
promise to pay a specifi ed
sum of money at a stated
time. Th e notes are similar
to a loan and generally pay
interest.
Last year, 210 note inves-
tigations and 149 enforce-
ment actions were taken by

Woodbridge Mortage caught in Ponzi scheme
SALEM — Th e Oregon
Department of Consumer
and Business Services’ Divi-
sion of Financial Regulation
issued a cease-and-desist
order against Woodbridge
Mortgage Investment for
running an unfortunately
all-too-common real estate
— also known as a prom-
issory note — investment
scam.
Woodbridge raised mon-
ey from approximately 70
Oregonians for an invest-
ment program that was not
registered with the division.
Woodbridge salespersons,
most of whom were not li-
censed to sell investments,
promised investors that their
money would be secured by
a mortgage in real estate.
Th e division’s investiga-
tion revealed that Wood-
bridge did not in fact record
any mortgages.
In
December
2017,
Woodbridge stopped mak-
ing interest payments and
fi led for bankruptcy. Because
Woodbridge failed to record
mortgages on the real estate,

In Oregon, fi ve investiga-
tions resulted in fi ve enforce-
ment actions. Th e division is
providing these four tips to
protect yourself before in-
vesting in a promissory note:
1. Call the division’s con-
sumer advocacy team at
888-877-4894 (toll-free) to
con-fi rm that the notes are
registered or legally exempt
from registration.
2. Research the company.
Understand how it will pay
principal and interest on the
note, as well as the costs to
promote it, and fi nd out the
seller commissions.
3. Be suspicious of notes
off ering a high guaranteed
rate of return.
4. If repayment is secured
by an interest in real estate,
confi rm with a third party
that a mortgage or trust deed
is recorded on the property,
and that no other liens exist.

vestment scams. A written
guarantee is not proof of
a note’s legitimacy. Before

Skip was born Oct. 3, 1949 in
Bakersfi eld, CA, growing up there
and in Lancaster, CA. He received a
Master’s degree in communications
from BYU, working as a
cinematographer and a drug and
alcohol counselor. He moved to the
Bend area from Cottage Grove, OR
23 years ago.
Survivors include his wife, Vera; mother, June Clark,
Cottage Grove; children, Cameron, Chad, Dani and Lexi and
Elizabeth; brother, Allen (Frankie) Clark; sister, Kathleen Frost
(Ana); 5 grandchildren and 1 great grandchild.

Patricia Ann McCall
1932-2018
Patricia Ann McCall, 86 of Cottage
Grove Oregon, passed away December 23,
2018. She was born to Hobert and Ruth
(Johns) Brown July 12, 1932 in Yakima,
WA. She married Benjamin K. McCall
August 18, 1951 in Reno, NV. They later
divorced. Patricia was a baker at the
Cottage Grove High School and was a camp host at the Oregon
coast for 14 years. She enjoyed bird watching. She is survived
by daughter Jennifer (Scott Pyle) McCall of Cottage Grove, OR;
son Timothy (Michele Bugley) McCall of South Lake Tahoe,
CA; son John McCall (Joanne Hass) McCall of Gypsum, CO.
A celebration of life will be held in the Spring in Newport, OR.

Barbara Jean Lowe McIntyre
1931-2018
Barbara Jean Lowe McIntyre, 87, passed on
to her heavenly home on December 20, 2018.
Barbara was born in Cottage Grove,
Oregon on December 19, 1931. She graduated
from Cottage Grove High School, attended
Northwest Christian College, and gained a
degree in Music Education from the University
of Oregon. Barbara was an educator at heart
and loved her music students. She taught piano for many decades in
her home and designed and implemented music education programs
at several Christian Schools. She taught her daughters to play the
piano and develop a love for music. Barbara was also immersed in
the Christian community and played the organ and piano for church
worship services.
Barbara married Clarence M. Lowe Jr. in 1950 and together they
raised their family in Cottage Grove. Barbara and Clarence were
business owners. Th ey owned the Grove Maid Dairy and they built,
owned, and operated the A&W Drive-In, a popular dining and teen
cruising destination on West Main.
Aft er Clarence passed away in 1998, Barbara married Scott
McIntyre. Barbara and Scott moved from Cottage Grove to the
Portland, Oregon area to be closer to family.
Barbara is survived by her daughters Melinda Bangle and Cynthia
Hudson, step-son Mark McIntyre, 5 Grandchildren, 8 Great-
Grandchildren and one Great-Great-Grandchild. She is preceded in
death by her parents, Joel and Grace Gleason; husbands Clarence M.
Lowe Jr. and Scott G. McIntyre; brother Robert Gleason; and sister
Bonnie Erickson.
Barbara was laid to rest on December 28th at the Fir Grove
Cemetery in Cottage Grove.

Steven Cook
1950-2018
Steven Cook, 68, of Cottage Grove,
OR, passed away on December 22, 2018.
Steven was born on January 23, 1950
in Cleveland, Ohio. He was a loving and
devoted son, brother, uncle and great
uncle. Steven is survived by his parents,
Lee and Lucille Koehn of Cottage Grove
and his three sisters Phyllis Gregg (wife
of Peter), Cheryl Koehn and Joyce Koehn. He adored his nephews
Jason Dement and Trevor Close, his niece Jessica Koehn, and his great
nephews Sylus Koehn and Moses Dement.
Steven’s life was centered on his love of family, sports and participation
in the Cottage Grove community. He loved family vacations spent
camping in the Sierra’s and visiting extended family in Kansas and
New Mexico. He was a lifelong competitor in multiple sports in the
Special Olympics, both in California where he grew up, and in Oregon.
Steven was a diehard fan of many college and professional sports teams
and had an encyclopedic memory about games won and lost, players’
names and statistics. He was the best Trivial Pursuit partner, ever. Like
his mother, he loved movies of all kinds, and he loved to laugh. His
single syllable “Hah!” could be heard from the next county.
Steven was committed to his faith and his place of worship at Trinity
Lutheran Church, to his community through years long volunteer
service at Cottage Grove Community Sharing and Super Friends
Action Club with Kiwanis. So many in the community knew Steven by
name, and his family were grateful for the many kindnesses extended
to him.
To celebrate the wonderful life of Steven Cook, a memorial service
and reception will be held at 2:00 PM on Saturday, January 19, 2018
at Trinity Lutheran Church, 675 S. 7th St., Cottage Grove, OR.
