Public comment sought on amending Medicaid waiver
SALEM—Th e Department
of Human Services Aging and
People with Disabilities (APD)
is seeking public comment on
amendments to the 1915(b)
(4) selective contracting waiv-
er and the 1915(c) Medicaid
Long-Term Services and Sup-
ports (LTSS) waiver.
APD is amending the
1915(b)(4) selective contracting
waiver and the 1915(c) Med-
icaid Long-Term Services
and Supports waiver to allow
Waivered Case Management
services to be provided by
Oregon Tribes.
Th ese amendments are
part of an ongoing eff ort to
work more closely with Or-
egon’s Nine Federally Recog-
nized Tribes and the Urban
Indian Health Program to
better serve their members.
APD intends to submit
the waiver amendments on
Dec. 1, 2018, with a proposed
eff ective date of April 1, 2019.
Th e Centers for Medicare and
Medicaid Services (CMS) ap-
proval of these amendments
will authorize Oregon tribes
to provide case management
services to tribal members

Neva Gray
1925 - 2018
Neva Gray, age 93, passed away on October 6, 2018. She was an
amazing, strong and adventurous woman with a loving heart. Her
friendship and presence will be greatly missed.
Geneva Irene Brauninger was born during an Iowa blizzard on
January 25, 1925. She was the second of fi ve children born to Ernest
and Hazel Brauninger. Neva remembered a happy childhood, growing
up on an Iowa farm, although the Depression years were diffi cult. Neva
began her long teaching career in a one-room schoolhouse in Iowa. She
ventured west to Oregon at age 19. She taught at Trent and graduated
from the University of Oregon. In 1945, she married a handsome sailor, Wilfred Gray. They had
four children-Linda Gray, Karrie Lowry, Connie Kaufman and Gary Gray. Neva was a teacher
and counselor in Creswell schools until her retirement. During her forty years as an educator, she
taught grades one through eight. She had fond memories of her students.
Neva thrived when close to the earth, surrounded by the beauty of her fl owers and garden.
Her Iowa family and farming heritage remained dear to her heart. She and her son, Gary, enjoyed
raising and selling plants at the Saturday Market. Her favorite foods were good and simple like
fresh fruit, pasta, and pies and tomatoes from home.
In addition to gardening, Neva enjoyed reading, writing, learning, playing cards, art,
crossword puzzles and traveling. She liked to meet people on her travels throughout the U.S.,
Mexico, Jamaica, Europe, China, Japan, New Zealand, Canada and Australia. Her dear friends in
Australia became like family. Neva loved her family very much. She enjoyed activities with her
grandkids and visiting with friends.
Neva is survived by her three daughters Linda Gray, Karrie Lowry and Connie Kaufman,
her brother Robert Brauninger of Iowa, her grandchildren Ryan Lowry, Malia Stowers, Amber
Bennett, Heather Stokes, Misty Lowry, Angela Kaufman and Kyle Lowry, ten great grandchildren
and two great-great grandchildren.
Preceding her in death were her parents, husband Wilfred, her son Gary, sister Ellen, brothers
Lewis and Don, sisters-in-law Bernice, Pat and Phyllis, her granddaughter Andrea and great
grandsons Sean and Jacob.
The family expresses heartfelt gratitude to Neva’s caregivers and friends for their loving care.

Arrangements entrusted to Sunset Hills. Neva’s life will be celebrated privately. A walk in
nature and kindness will honor Neva’s memory.
Teresa Walker - Best Friend, Loving Wife, Mother of two,
Business Partner
July 22, 1960 to October 4, 2018
Teresa Walker was born in Tulsa
Oklahoma; she grew up on the east
and west coasts of the United States.
Teresa met her husband Kurt at the age
of 13, when he was 15. They had been
inseparable ever since. They married
shortly after Teresa’s 18th birthday and
celebrated 40 years of marriage earlier
this year on July 29th. Teresa was
always a hard worker and graduated
Marina High School in Huntington Beach, CA at the age of 15,
she then earned her degree from Cal State Fullerton by the age
of 19. Teresa followed Kurt into the printing industry running
a sought-out company in Southern California for a number of
years until the summer of 1992 when they packed up the family
and moved to rural Lane County Oregon. Moving to Oregon
afforded them more time to spend with their two sons and as
well as one another. Teresa also enjoyed being able to raise all
kinds of farm animals as well as garden. After taking a break
from printing, Teresa got back into industry when she purchased
The Best Little Printhouse in Town in 2002 as well as acquiring
a few more print shops along the way. Teresa passed peacefully
with her husband by her side.
Teresa is survived by her husband Kurt, and her sons JT,
an executive chef in southern California and Shawn an Artist
living in Portland. She will be missed by her family, friends,
and the lives she helped with her philanthropic activities.
