What to know on Measure 101
Swinging Bridge funds keep
coming

Repairs for the Swinging
Bridge are estimated to cost
hundreds of thousands of dol-
lars. Community members
have donated $2,815.03 as of
Wednesday, Dec. 20.
The option to donate to
the repair fund is included in
homeowners' water bills is-
sued by the city. Residents can
choose to "round up" to the
nearest dollar amount with the
difference issued to a separate
city account, designated for
bridge repairs.
The Swinging Bridge has
been out of order for over a
year after city engineers re-
vealed that structurally issued
had rendered the bridge un-
safe.
The Cottage Grove City
Council has wrestled with the
issue from opting for a new
design to the cost of the re-

In July of 2017, the Oregon
State Legislature approved
House Bill 2391 which im-
plemented a provider tax on
insurance companies and hos-
pitals.
This January, voters will
decide whether or not that bill
will stand.
Rep. Julie Parrish started a
petition process and garnered
enough signatures to place the
question on the ballot for the
special election as Measure
101.
What the measure does
Measure 101 would uphold
HB 2391. Insurance providers
and hospitals would be taxed
between 0.7 and 1.5 percent
and the funds used to close the
hole left by the state legisla-

ture's budgetary shortfall.
What does it mean?
If Measure 101 passes, the
funds garnered from the tax
would go to fund Medicaid.
Individuals currently on the
Oregon Health Plan are ex-
pected to be able to remain on
the plan for the next two years
until the legislature meets
again and possibly addresses
the issue once more.
Will my premium go up?
Because hospitals and insur-
ance companies will be paying
more in taxes, opponents of
the measure contend that those
costs may trickle down to con-
sumers.
Who
supports
the
measure?
AARP and PeaceHealth
have come out in favor of
Measure 101.
Who is against the
measure?
Parrish, as well as Rep.
Cedric Hayden have come
out against the measure as
well as several political action
committees.
What is everyone saying?
Proponents of the bill say
that passage would mean
low-income residents would
be able to keep their OHP
insurance while other residents
would be able to benefi t from a
stable health insurance market
and hospitals would be saved
from the costs of emergency
room visits by uninsured
Oregonians.
Opponents of the bill argue
that $330 million in tax money
would be funneled away from
schools, PERS and hospitals.
When is the election?
The special election is set
for Jan. 23.

some movement in the bridge.
However, according to Brads-
by, the recommendation for
the second option would cre-
ate a bridge that did not meet
current codes.
"Basically, the option is us-
ing the existing bridge and re-
placing the aspects that have
failed like the upper cables
and the decking," Bradsby
told The Sentinel. While the
replacements would enable
the bridge to swing, OBEC
reported that it would exceed
the 50 pounds per lineal foot
safety standard.
The city was denied funding
from a grant through the state
parks commission but accord-
ing to Meyers, a new applica-
tion is being prepared.
"The committee couldn't
wrap its head around the
bridge being part of the sce-
nic bike trail so we're going
to strengthen that part and try
again," Meyers said.

Owner of the Bookmine, Gail Hoelzle also said
she was “shocked” no one from the city had in-
formed businesses that would be affected by the
change.
Davis and her husband both noted that they ap-
preciated their interaction with Stewart after the
incident.
"I'm not as happy as I could be," Davis said,
noting that the city's plan still included removing
parking spaces from the corner of Hwy. 99 to ap-
proximately three feet from her storefront. "But
I'm happier than I was when I found out. "

The council was present-
ed with three options for the
bridges repair that included
a per-fabricated bridge op-
tion which was quickly swept
away with councilors and res-
idents noting the appeal of the
Swinging Bridge's character
and movement.
The movement, however,
has proved tricky when decid-
ing how to rebuild the struc-
ture so it is safe for residents
to use.
"Movement is a sign of
failure," Cottage Grove City
Manager Richard Meyers said.
"If it's moving, it's a sign of
failure."
Meyers said he continues
to work with the engineering
department to explore design
options for the bridge.
Earlier this year, the city
council agreed to approve one
of the options set forth by city
engineer Ron Bradsbury. That
option would cost roughly
