Council "waives" $20,000 for Habitat
A re-
q
u e s t
cmay@cgsentinel.com
from Hab-
itat for Humanity of the Cottage
Grove City Council on Monday
night came down to semantics:
waive or pay.
The nonprofi t organization
came before the board ask-
ing that System Development
Charges (SDC) and other con-
struction and development fees
be waived. However, state law
prohibits governing bodies from
doing so.
"Some cities will say they're
waiving them but really what
they're doing is paying them and
By Caitlyn May
then putting a lien on the prop-
erty," said Cottage Grove City
Manager Richard Meyers and
then he asked the council: What
do you want to do.
Several options were up for
debate with councilors fl oating
the idea of "waiving" the entire
$20,000 in fees by placing a lien
on the property that would come
due upon the sale of the house
by the fi rst owner after Habitat
for Humanity.
Lucky house 13 is slated to
begin construction once permits
are returned from the city but
according to project manager
Joe Herman, the associate con-
struction fees could break the
project before it gets started.
"Our budget is $90,000 to
$100,000," he told the coun-
cil. "No where can you build
a house for that and when you
take $20,000 from the budget,
that's a hit."
Mike Fleck made the motion
to gift $12,500 in SDC fees to
the project and lien the remain-
ing $7,000.
Councilor Jake Boone was
the sole vote against the motion
noting that a previous action by
the board of a similar nature was
to provide housing for multiple
individuals
