“It’s always diffi cult to be
transparent when you’re pur-
chasing,” said Dan Bryant, ex-
ecutive director of SquareOne
Villages, the nonprofi t pairing
with the coalition to complete
the project. However, coali-
tion members Sharon Jean and
Clarke insisted that the group
had been as transparent as possi-
ble with the neighbors of Madi-
son Ave., noting the community
meeting held at the start of the
year after an offer had been put
in on the property.
“We thought we were be-
ing transparent,” Jean said.
“We reached out as soon as we
thought we could.”
When asked if the group was
looking at other properties, coa-
lition members noted that they
were and after a discussion
about how many properties,
ranging between one and three,
the group opted not to disclose
their locations.
“It’s not a fair question to ask
us,” one coalition member not-
ed.
When asked if the coalition
would have community meet-
ings with neighbors surround-
ing the other properties it was
researching, Jean said, “I don’t
know how wise it is to have
community meetings on a piece
of property you’re just looking
at.”
The project is reportedly in
the early stages of planning with
several details still undecided or
in fl uctuation. While an earlier
community meeting informed
residents that rent would be ap-
proximately $250 a month, Bry-
ant said the group hoped to keep
it under $400. “If we get fund-
ing from HUD, they’d pay one-
third of their income,” he said.
Initially, the plan called for 13
to 14 tiny homes for individuals
in danger of becoming homeless
or individuals who were unable
to afford fi rst and last month’s
rent. Coalition members noted
that nearly 50 percent of indi-
viduals in Cottage Grove were
at risk of “falling through the
cracks” and Clarke added that
the lowest rent she knew of in
town was $500 a month.
Job application workshop
Bryant noted that it would be
possible for individuals with al-
ternative lifestyles to apply for
the community as well, such as
individuals with part-time or
freelance positions who did not
desire a larger house and prop-
erty.
According to the coalition, the
village would be subject to Or-
egon’s renting laws, including
the process for eviction. Bryant
noted that residents would meet
regularly and self-govern the
community and give warnings
to residents who violated their
community agreement which
could eventually lead to evic-
tion.
Once the coalition purchases
a property, it must go through
city planning to be approved
for the project. The process then
becomes open to the public with
public hearings and meetings at
the city-level. According to city
planner Amanda Ferguson, the
coalition would have to meet
the same requirements of any
other development and answer
questions and address issues re-
garding water, electricity, zon-
ing and city codes.
According to the press re-
lease, under the terms of the
grant, the coalition has until Au-
gust to secure a site and com-
plete construction by the end of
2018.

application requirements for Lane County

Libraries closing
By order of Douglas County Commis-
sioners, ten library branches will close on
April 1, 2017. Roseburg’s main branch li-
brary will close on May 31. The next public
hearing to discuss the closures will be held
on April 5 at the Douglas County Commis-
sioners' Chambers.

From February 6th to February 19th, Lane
County Sheriff’s Offi ce deputies have con-
ducted overtime saturation patrols focused
on seat belt use, child restraints, speed and
the general fund and a course
of action somewhere between
plan one and two.
Funding sources have dried
up but previous efforts looked
to grants and obtaining a mod-
erator so that groups throughout
the county could work with of-
fi cials to come up with options
for saving the libraries.
Yoncolla Library Board
Chairperson Doris Bartlett said
she's hopeful the counties librar-
ies will fi nd a funding source.
Until then, she said the libraries
may become reading rooms, al-
lowing residents to come inside
and read but not check any ma-
terial out of the building after
April 1 in some cases.
She echoed the public com-
ments of the Jan. 9 meeting
where residents lined up to note
the importance of the communi-
ties libraries to children who ho-
meschool and those without the
funds to connect to the internet.
Several residents also ques-
tioned the future of the libraries
collections and if the books and
materials would remain in the
buildings.
" I’m very hopeful," Bartlett
said. "We need libraries and I
feel like we’ll fi nd a way to fund
them."

through the Oregon State Sheriff’s Associ-
ation and Oregon Department of Transpor-
tation. This was in conjunction with the na-
tion-wide effort sponsored by the National

During this two week saturation period,
