League of Women Voters
The Cottage Grove unit of the League of Women Voters is having
a discussion on Wednesday, March 8 at Lane Community College
in Cottage Grove at 1 p.m. in Room 139. The discussion will be on
homelessness in Lane County and housing options. The public is

On March 7 Cottage Grove Garden Club will welcome Krista
Farris of the U.S. Forest Service to talk about pollinators. Krista
will cover general plant biology and life history as it relates to pol-
lination, as well as how plants co-adapt with their pollinators. She
will also cover the use of native plants for landscaping in our area.

activate the EOC (emergency operations center). The staff de-
ployed would remain the same: police, fi re, EMS and public
works. The management operations of the EOC will be mashed
into the existing staff,” Meyers said.
The emergency operations center is part of the city’s emer-
gency plan established in 2000 and updated in 2003. According
to the plan, “The City of Cottage Grove, due to its location, is
vulnerable to natural as well as man-made hazards. These haz-
ards include but are not limited to fl ooding, fi re, earthquakes,
landslides, dam failure, hazardous material release, weapons of
mass destruction, severe weather, civil disturbance, utility fail-
ure and terrorism.”
The plan lays out responsibilities for the fi re department, po-
lice department, community development offi ce, public works
department, fi nance department, library department, city man-
ager’s offi ce, South Lane School District and elected offi cials
such as the mayor and city council. For example, the community
development offi ce is responsible for enforcing all building, me-
chanical and fi re codes as well as condemning unsafe buildings.
The community development director, or for the time being,
Meyers, will manage the command center, its initial activation
and its support staff. Public works will be tasked with assessing
the damage, restoring “critical” city facilities and debris remov-
al while South Lane Fire and Rescue will “develop and maintain
mutual/automatic aid agreements necessary to department re-
sponse.” The library director is tasked to assess the safest build-
ings for mass care facilities until such a time medical facilities
can be utilized and facilities within the South Lane School Dis-
trict are asked to maintain normal operating procedures “until
the situation warrants alternative action.”
The police department will oversee traffi c control and manage
law enforcement.
Cottage Grove Police Chief Scott Shepherd said his offi ce
would abide by the city’s emergency plan in the case of the
earthquake while Wooten elaborated saying, “During disasters
we operate using different strategies than normal daily opera-
tions. The philosophy is to do the greatest good for the greatest
many,” he said. “This means some fi res are going to be left to
burn and calls for help may not get answered. Our capabilities
are likely to be exhausted very quickly, as will every other af-
fected emergency response systems and providers. Disaster re-
sponses are complicated at best considering roads and bridges
may be blocked, damaged, or destroyed. The key infrastructure
things like the water system, may be down or damaged making
the preservation of water critical. There are really a lot of un-
knowns given this scenario but there have been a lot of lessons
learned as well from Katrina and other disasters…My advice to
everyone in our district is to have at least 72 hours of food, water
and shelter provisions in place.”

Th e City is seeking applications
for three open positions on
the Cottage Grove Budget
Committee. Th e applicants
are sought to serve three (3)
year terms expiring December 31, 2019. Th e deadline for submitting
applications is 5:00 p.m. on Friday, March 10th, 2017. Interviews will
be conducted by a Council sub-committee, if needed, and appointment
by the City Council will be made on March 27, 2017. Application forms
are available in the City Manager’s Offi ce in City Hall, 400 Main Street,
during regular business hours.
Th e Budget Committee reviews the City’s fi nancial plans and policies,
including the annual budget. Th e 14 member Committee is comprised
of the Mayor and six elected City Councilors and seven members from
the community. Appointed by the City Council, each of the Committee’s
seven community members must live in the City limits. Meetings are
typically held between April and June, but the committee may also meet
on an “as needed” basis.
