new pump controls, new alarm and
telemetry system devices, electronic
hoist, a new security fence and minor site
improvements. An existing gravity sewer
main will be intercepted and diverted to
the new pump station. The remnant gravity
line, existing pump station and existing
force main will be decommissioned and
remain in place.
A manual bar screen will replace the
lagoon inlet structure. Lagoon and effl uent
piping upgrades include increasing
the capacity of the north/south lagoon
inter-connection piping and upsizing
the effl uent discharge piping. Proposed
infrastructure for the treatment plant are
for the future land application of recycled
water on the surrounding farm land. This
infrastructure will include an irrigation
pump station wet well and a recycled
water force main.
The project will be located on
properties owned by The City of Yoncalla
in Douglas County, Oregon, 97499 on Tax
Maps T22S R05W S34 TL 2100 & 2200
and T23S R05W S03 TL 700,600 & 1801
and is almost entirely within the 100-
year fl oodplain and palustrine emergent
wetlands.
The total project area is
approximately .28 acre. The total number
of acres of fl oodplains is approximately
.28 acre and the total area of wetlands is
approximately 5,330 square feet.
The City of Yoncalla has considered
the following alternatives and mitigation
measures to be taken to minimize
adverse impacts and to restore and
preserve natural and benefi cial values:
Alternatives:
No Action: Not viable; does not correct
the undersized conveyance system.
Replace Existing Gravity Main; Not
economically feasible and would produce
larger footprint causing more fl oodplain
and wetland disturbance.
Direction Drill Force Main; Not permitted
in fl oodway by funding agency.
Mitigation Measures:
Restore trench surface grades to pre-
construction grades.
Place original top soils in the top 12
inches of trench area.
Install pipe zone impervious check
dams at 20 foot intervals to prevent
draining of ground water.
Proposed action has no impact on
existing structures upland of project site.
Completed project will comply with all
FEMA Floodplain regulations.
The City of Yoncalla has reevaluated
the alternatives to building in the
fl oodplain and has determined that it has
no practicable alternative. Environmental
fi les that document compliance with
steps 3 through 6 of Executive Order
11988 and 11990, are available for
public inspection, review and copying
upon request at the times and location
delineated in the last paragraph of this
notice for receipt of comments. This
activity will have no signifi cant impact on
the environment for the following reasons:
Trench surface grades will be restored
to pre-construction grades. Original top
soils will be placed in the top 12 inches of
trench area. Pipe zone impervious check
dams will be installed at 20 foot intervals
to prevent draining of ground water.
There are three primary purposes
for this notice. First, people who may
be affected by activities in fl oodplains
and those who have an interest in the
protection of the natural environment
should be given an opportunity to
express their concerns and provide
information about these areas. Second,
an adequate public notice program
can be an important public educational
tool. The dissemination of information
about fl oodplains can facilitate and
enhance Federal efforts to reduce the
risks associated with the occupancy and
modifi cation of these special areas. Third,
as a matter of fairness, when the Federal
government determines it will participate
in actions taking place in fl oodplains,
it must inform those who may be put at
greater or continued risk.
