school (estimated $1,485,813
cost for safety and security up-
grades), deferred maintenance
projects such as roof replace-
ments, exterior upgrades and
heating and electrical work in
some schools (estimated cost
$2,300,443), replacement of
15-year old computer systems
(estimated cost of $1,250,000
for network and technology up-
grades), renovation of the War-
ren H. Daugherty Aquatic Center
at a cost of $2,920,129, renova-
tion of Peggy’s Primary Con-
nection learning Center (cost
estimate $1,073,775), relocation
of Kennedy High School to the
old Delight Valley School loca-
tion outside Saginaw at a cost
of $412,000, reuse of the cur-
rent Harrison property (at a cost
estimate of $513,455) and de-
velopment costs of $6,173,285
that include furniture, fi xtures
and equipment, architecture
and engineering services, con-
sultant services, site and soil
surveys, project management,
permits and approvals, the costs
of phasing out an old building
and phasing in the use of a new
one, a $1,135,266 construction
contingency, project contingen-
cy and administrative costs at a
total of $5,676,330.

taxpayer
South Lane School District
plans to combine the bond that
funded the construction of Cot-
tage Grove High School (which
expires in 2025) with the new
Harrison bond, and Superinten-
dent Krista Parent has stated that
the District believes a $2 cost
per $1000 of assessed property
value is the upper limit of what
voters will support. The bond
is expected to start at $1.90 per
$1000 in assessed value in its
fi rst year and will likely decline
as property values rise and more
homes are built. Using the aver-
age rate of the current CGHS
bond over its lifetime, the new
bond would cost the owner of
a $170,000 home (which the
District uses to represent the
median value of a home in Cot-
tage Grove) an extra $2.13 per
month, or $25.56 per year. It
should be noted, though, that
rates will not be set until the day
the District issues the bond.

The passage of Senate Bill
447 has allocated $125 million
in funds for districts that secure
bond levies this year and next
year, with school districts eligi-
ble to receive between $4-8 mil-
lion. South Lane appears high
on a waiting list for priority to
receive $4 million to put toward
the bond, which would be over
and above the $35-plus million
bond total.
“It’s not guaranteed that we’ll
receive that money, but we are
very confi dent,” Superinten-
dent Parent said. If the grant is
received, the District plans to
use about $2.5 million of the $4
million to further renovate the
aquatic center.
