plan hearing
Lane County Planning
Commission considered the
Cottage Grove Transporta-
tion System Plan update at
its March 15 public hear-
ing. Co-adoption by Lane
County is required, as the
plan includes County land
in the Cottage Grove Urban
Growth Boundary. Commu-
nity Development Director
Howard Schesser attended
the hearing and was the only
who spoke on the matter.
Commissioners had a few
clarifi cation questions and
voted to forward a positive
recommendation to the Board
of Commissioners to approve
the plan and co-adopt it. The
public hearing before and the
consideration of co-adoption
will be scheduled for some
time in April. Those inter-
ested can view the plan at:

City Engineer Ron Bradsby,
Community Development
Director Howard Schesser
and City Planner Amanda
Ferguson attended Local Im-
pact Development implemen-
tation training, which aims
to teach ways to implement
the template that has been de-
veloped by 16 agencies over
the last two years. The goal
was to develop a guide that
is aimed at western Oregon
and the needs and limita-
tions of smaller jurisdictions.
Trying to adapt storm water
programs from large jurisdic-
tions for smaller jurisdictions
has not been successful. The
partners have developed a
template and guide called:
“LOW IMPACT DEVEL-
OPMENT IN WESTERN
OREGON – A Practical
Guide for Watershed Health.”
The guide will assist smaller
jurisdictions in developing a
storm water program, includ-
ing erosion and sediment
control, in order to meet their
obligations under the Clean
Water Act. Jurisdictions can
use the guide, which has a
cafeteria style of best man-
agement practices, to develop
their ordinances for storm
water requirements.
City staff will now start
preparing the ordinances for
storm water regulations. The
guide can be viewed on line
at: http://www.deq.state.
or.us/wq/tmdls/lidmanual.

Large tree blocks
bike path
Last week, Public Works
personnel noticed that a fairly
large tree had fallen across
the bike path at approximate-
ly the seven-mile marker.
The tree was cut into smaller
sections and moved to the
side of the trail. The BLM
was notifi ed about the tree,
and the City is seeking per-
mission from them to further
cut-up the tree and donate the
fi rewood to the local Kiwanis
Club.
The Cottage Grove area re-
ceived approximately 6-plus
inches of rain over the past
several days. This amount
of rain, coupled with high
winds, brings down numer-
ous trees that have to be dealt
with.
