Boards o f inquiry w ill hereafter be convened to ascertain the cause and fix the responsibility, where such im­ mediate cause is not clearly manifest, for all accidents on the Southern Pa­ cific, according to information made public in the general offices o f the Southern Pacific recently. Full publicity as to the findings o f such in­ quiry boards w ill also be given. This is a new move on the part of the Southern Pacific and is in line with its policy o f full publicity for acci­ dents adopted several years ago. Fol­ lowing an accident that is not o f minor consequence the ranking official on the division on which the accident occurs, shall convene the board, which board shall comprise two disinterested per­ sons not connected with the railroad, and the division officers representing the operating, mechanical and engi­ | P a r t ic u la r P e o p le neering departments. The board must visit the scene o f the accident and must take the testimony o f employes and eye-witnesses, persisting in the investigation until the causes are de­ termined. Should a division board of inquiry fail to reach a conclusion a second board comprising higher officials shall be convened and if the findings o f the second board be not conclusive the general manager will convene a third board. The instructions to officers who shall convene inquiry boards state specifical­ ly that the responsibility must be fixed regardless o f individuals or interests affected. The findings must be turned over to the general manager and from the lantern’s office to the press. Prominent business men from the neighborhood in which an accident may occur usually sit as members o f such boards and o f several inquiries already f T ❖ the findings o f these boards have all been unanimous.
