It is felt that this combination of forces cau only be defeated by the utmost vigilance on the part of the Government, nnd by rules and restrictions in the mat ter of granting certificates of nat uralization that will make this vig ilance effective. A spur to bis endeavor will un doubtedly be found in the fact, as shown by immigration statistics, that the character of foreign itn- gration to the United States is changing for the worse. The pre ponderance has for several years been from Southern and Southeast ern Europe and Russia, where not only the standard of intelligence and morals are lower than in other sections, but *the physical standard ia lower also. This is a serious mat’er, as the overcrowded hospitals and charitable institutions of New York nnd other immigration ports amply testify. Tho country’s power of nksorption is enormous, but when it comes to an overdose of physical weaklings, of low-grade morals and mentality, the body politic may be come clogged with indigestible ma terial.
