Mitchell, Secretary of The National Irrigation Association, called upon the Presi­ dent to discuss the various measures before Congress, affecting Montana, Colorado and South Dakota, aud allowing a homestead entrymau to take up a square mile of land in­ stead of 160 acres. Senator Gibson stated to the President that he believed a 640 acre homestead policy was one of the most dangerous and menacing pieces of legislation wlnoh had been v Vgested. He said that it was proposed to open up the rich west­ ern lands in these large tracts and that it would result in the aggrega­ tion of great holdings, far worse than anything of the kind which had yet occurred. No man can say at this tin-e, Sen­ ator Gibson declared, what are purely irrodeemablo grazing lands, and what are agricultural or may shortly become agricultural lands. Great tracts of country are being cultivated today in small farms, which ten years ago were looked upon ns utterly worthless, and the womb of the future certainly continue even greater surprises. Under our increasing knowledge of conditions, improving methods of agriculture and the constant dis­ covery and introduction by the De­ partment of Agriculture of arid laud crops, we are making wonder­ ful progress, ,nd why, Senator Gibson pleaded, should we check this grett land producing develop­ ment by bringing upon our western country the curse of further great land holdings.
