What amount w ill have to be*raised cannot be determined until the navy and army bills are completed. Other than a decision not to lower the pres­ ent exemption lim it for incomes, $3000 for unmarried and $4000 for married men, none o f the details o f the tax plan have been worked out. C.— As the Oregon & California land grant bill stands on the house calendar, it will not enable the government o f the United States to pass a clear title to any settler or purchaser, in the opinion o f Repre­ sentative Hawley, and he has the sup­ porting opinion o f several o f the good lawyers o f the public lands committee in this opinion. “ The b ill,” said Mr. Hawley, “ makes provision for the |>ayment o f back taxes- that Is, for taxes that have accrued for the past three years, but 1 believe it ikies not provide for the payment o f taxes which are now becoming collectable. Moreover, the bill fails to make provision for the payment o f interest on back taxes and fails also to provide for the payment o f penalties on those accrued taxes. These omissions, in my opinion, render it impossible for the United States to give an absolutely clear title and 1 will call attention to this shortcoming when the bill is before the house. “ The prime reason for providing in the bill for the payment o f back taxes was to enable the government to give a clear title. Unless that section is enlarged and made complete it will fail o f its purpose and those who ac­ quire these lands from the government w ill be liable for interest and for the unpaid penalties and for the taxes that are not paid by the government under the Ferris b ill.” Smudging Need Shown in Southern Oregon Fruit District Medford — In the opinion o f local fruit men the year 1916 w ill mark the final demonstration o f the necessity o f crude oil smudging in the growing o f fine fruit and apples in Southern Ore­ gon. A t the beginning o f the season there was a distinct movement against smudging, chiefly because o f the an­ noyance involved and damage to trees from overflowing pots. In fact an in­ junction against smudging was ob­ tained by one group o f orchards shortly before the May freeze. A ll this anti-smudge agitation is ended now in the opinion o f local grow ­ ers, for from May 8 to May 14 smudg­ ing in Rogue R iver valley orchards was worth at least $600,000. Those orchardists who smudged, and fortunately a large proportion o f them did, lost practically nothing from the low temperature, while except on the high hillsides those who did not smudge were wiped out. Marathon, T ex .— Another raid into American territory by Mexican bandits was made Friday night at McKinney Springs ranch, 67 miles soutn o f Mara­ thon and 23 miles north o f Boquillas, along the Marathon-Boquillas road, ac­ cording to H. E. Stafford, an attorney o f El Paso. Mr. Stafford arrived here Tuesday from BoquillBS, to which place he had accompanied Major Lang- home last Saturday as a guide. He secured his information from ranchmen in the McKinney Springs district as he was passing through there en route to Marathon. There was no shooting, he said. It is pointed out that the water sup­ ply fo r the proposed irrigation o f the valley lands in many cases may be ob­ tained from wells by pumping. The report declares that the average econ­ omic duty o f water which seems to be indicated for the valley as a whole is eight inches delivered to the land, varying with local conditions o f soil and crops. Those employed in the survey inves­ tigated the water power development possibilities on the north fork o f the Santiam river with storage at Marion lake; the upper reaches o f the Mc- Kinzie river and the middle fork o f the W illam ette river. On the M cKinzie river there are two existing plants and at least two new developments proposed, one at Vida and the other between the nutlet o f Clear lake and the mouth o f Smith river, involving the use o f Clear lake fo r regulation o f flow. New Y ork — The Authors' League o f America, o f which Winston Churchill is president and Theodore Roosevelt vice president, is considering the ad­ visability o f affiliating with the Am er­ ican Federation o f Labor, it was an­ nounced here Thursday. Members o f the league who already have approved the plan, according to Eric Schuler, the secretary, are: Rex Beach, George Barr McCutcbeon, George Barr Baker, Samuel Hopkins Adams, W atler Prichard Eaton, Leroy Scott, Jesse Lynch Williams, E llis Parker Butler, Mary E. Hood R iver — The Stanley-Smith Lumber company, which has been de­ layed in the commencement o f opera­ tions at its plant at Green Point, in the southwestern part o f this county, because o f weather conditions, will start work in its lumber camp and open the mill next Monday, During the past week, according to Manager J. E. Robertson, who visited the plant, a snow o f eight inches prevailed in the Green Point hills. The Green Point m ill w ill employ about 175 men. It cuts between 80,000 and 90,000 feet. American Fliers Raid Germany. Paris— The American aviatiors who have been in the service o i the French army for the past year and who re­ cently were brought together to form a flotilla under the name o f the Franco- American flying corps took part In the expedition over the German lines Thursday fo r the first time aa a sep­ arate unit. They sustained particu­ larly heavy shelling as they recrossed the front. The machine piloted by Lieutenant W illiam K. Thaw, o f P itts­ burg, lost part o f its tailpiece and the propeller was damaged by a shell. Islands to Sell Silver, Manila — Jeremiah L. Manning, in­ sular treasurer, has gone to China to investigate the silver market with a view to selling a portion o f the 20,- 000,000 pesos silver which the govern­ ment has at Corregidor. O wing to the demand for silver in China, which has caused the Chinese government to declare a partial mora­ torium, the silver held by the govern­ ment is salable at a profit o f 36 per cent.
