The Oregon-California Socialist en
campment opened In Klamath Falls
Sunday, June 26, with a meeting pre
liminary to the 10-days' session.
George Ferran, one of the river pi
rates who with George Burke was ac
cused of numerous thefts along the
Willamette river, was convicted at
Portland.
Senator Chamberlain's amendment
to the sundry civil bill, to Appropriate
$15,000 for' the Crater Lake road, was
cut to $10,000 on account of the In
sistence of the house conferences. ,
The state treasurer's office has re
ceived the inheritance tax from the
estate of the late Caroline Ladd,
amounting to nearly $14,000. The net
value of the estate was $1,491,194.57.
With the visit of F. L. Knelp, as
sistant forester, to Portland comes the
announcement of a project to make
260,000 acres of land in the Paulina
Mountains available for the settlers
who are rushing Into Central Oregon.
C. L. HueBton of Astoria, who has
the contract to build the jetty at the
mouth of the Nehalem river, will com
mence work about July 1. The Jetty,
when completed, will be about 900
feet In length. This will insure a
depth of about 20 feet of water at the
bar. '
Judge Campbell instructed a jury
to return a verdict for the defendant
corporation, ' Pacific ' University, and
Its president, W. N. Ferrrln, In the
case of Fred Hill, a minor, who sued
for $10,000 damages for the loss of an
Index finger through the discharge of
a gopher, gun.
Judge H. J. Bean of the circuit court
for Morrow county, has affirmed the
adjudication of the rights to the use
of the waters of Willow creek In that
county ."arrived at after a full investi
gation by the board oi water control.
It Is the first .full determination of the
rights to the waters of a stream under
the new water law enacted , by the
1909' legislature. '
Requests for Senator Bourne's
speech poured In In such volume In
the closing days of the session of con
gress that it was necessary for him to
order additional copies, making 800,
000 in all, with provisional requests,
not yet passed on by Bourne that
make It certain that the total will pass
the million mark within another
month. '
The Oregon, rail way commission has
filed a complaint with the Interstate
commerces commission against the
Southern Pacific and about 60 other
railroads, alleging that less than car
load rates from Eastern points to
points In Oregon, on the Southern Pa
clflo south of Portland, are excessive

July 17 and 18, for target practice
with the field guns. Coast artillery
will go Into encampment at Fort Stev
ens from September 1 to 15, in con
nection with the regular army artil
lery force on duty with the heavy
guns .guarding the mouth of the Co
lumbia. The 20 companies of infan
try have been ordered to get ready to
go to American Lake, Washington, for
maneuvers from August' 8 to 11, in
conjunction with the . regular army
forces that are to be mobilized there.

which has been soliciting funds to buy
a right of way Into this city for the
Portage road has secured $2000 of the
$2300 necessary. Work on. the exten

Various endeavors have been made
to estimate the light of the stars. In
the northern hemisphere Argelander
bus registered 324,000 stars down to
the nine and a half magnitude, and
with the aid of the best photometric
data Agnes M. Clerk's "System of the
Stars", gives the sum of the light of
these northern Xturs as equivalent to
1-440 of full moonlight, while the total
light of all stars similarly enumerated
in both hemispheres, to the number of
about 000,000. is roughly placed at
1-180 of the lunar brightness. -The
scattered light of still fainter celestial
bodies is difficult to compute. By a
photographic method Sir Wllllum Ab
bey rnted the total starlight of both
hemispheres at 1-100 of full moonlight,
and Professor Neweorab from visual
observations of nil stars at Just 728
times that of Cupella. or ISO of the
light of the full moon.
It Is not certain, bow-ever, that the'
sky would be totally dark If all stars
were blotted out. - Certain processes
make the upper atmosphere strongly
