'AND TILE MASS INDIFFERENT to matters which do not
touch their personal interests. We hear much of the excellence of
municipal government abroad, and how much have we heard about
the real causes of that excellence ? Men in public life are inclined to
disregard suggestions from academic regions. The subject of direct
primaries is a burning one at present. Publio opinion on this ques
tion is in a strange state of chaos. -

For several yeurs Parisians and Eng
lish visitors to rails have mude pious
pilgrimages to the dogs' cemetery on
the He des Itavageurs, Just outside the
city. There they have read with emo

utes were the Inveutlon of some enter
prising stone carver who, when the
graveyard' was opened In 181)9, was
given a monopoly for the tombstones
to be erected over tbe graves of canine
