The Chief Forester.
It Is not enough to hare an adminis
tration of the national forest reserves
which Is neither partisan or sectional.
It should be Inspired by the conditions
In the regions affected In a vital way.
Probably the administration of the
forests will be bettered by the change
of chief, Just as It has been bettered
under the late chiefs Incumbency.
Mr. Plnchot created an organization
and stamped high ldenls upon the per
sonnel. His removal will doubtless
cause the forestry Issue to overtop the
personal Issue that ended lu the
change.
In view of tha vast work before the
bureau of forestry It might be better
to have the chief always "on the spot"
as well as "on the Job." The office Is a
aubordlnate one, and about a year ago
en Important part of the administra
tive work was removed from Washing
ton to "the field." Where the most
Important work Is there the chief
should be In order to act from a prac
tical viewpoint as well as with prac
tical knowledge.
Until the various states come Into
Una with practically uniform legisla
tion, conforming to that of the general
government, the best effects of such
legislation as the pure food law can
not be hoped for.
Neighboring Central American re
publics have recognized Mudrlz as
president of Nicaragua, but Mudrlz
would be better satisfied if be could
secure such recognition from one Juan
Estrada.
