BETTER FOR BOTH
EANKS AND DEPOSITORS
Surely Mr. Taft Is off on th
wrong foot in tliU matter of guarant;
of bank deposits. The sole objec
tlon urged to the principle of guar
anty of deposits Is that first urgec
by the president of the First Nation
al In Chicago that It would put th
small and weak banks on a par with
the big and rich banks in assuring
safety of deposits.
This when analyzed Is an argumen'
in favor of and not against guaranty
of deposits. There aro soeminglj
two points of viow at least super
flcially. The depositors are certain
ly entitled to theirs. It was no com
fort to the depoiltors In the two oi
three banks that closed up in Port
land last fall to find out afterwardr
there were banks that were sounc
and whore their deposits would have
been safe. Nor was It any comfori
to them that the big bankers knew
as they said, that the weak lnstitu
tlons were being mismanaged an
were tottering to a' fall. If there
had been an efficient inspection sys
tern, aided and assisted by the knowl
edge of the big bankers, such at
would be insisted upon If all bankt
were assessed to provide lnsuranc
against loss of deposits, those weal
banks wouldn't have been mis man
aged, they wouldn't have closed-up,
there would have been no withdraw
at of deposits and hundreds of peopli
wouldn't have bean ruined financl
ally,
Hut In truth there are not twe
points of view. Guaranty of depos
its will be better for the big ant'
well managed bank as well as fo'
the little onei and for the deposl
tors. With panics and runs on banks
a thing of the pa.it, all cash will be
entrusted to the care of banks, anc
if we accept as true what eminent
bankers say of the amount of nion
ey in hiding, this renewal and sta
bility of confidence would nearly
double deposits the country over. A
loading New York banker said las!
winter that In his Judgment 50 pe:
cent of the money of the country
was "In hiding."
THE REAL WELCOME.
Wallowa will formally welcome
the first passe iger train In thli
county at the gateway to this far-
famed valley next Sunday, when ar
excursion will be run to Wallowr
town from Ln Grande. People from
all over the county will be there and
a right Joyous occasion it will be
Some old settlers will ride on the
train for the first time in a score
of years, while sime of their chil
dren will take the first ride of tholi
lives on a railroad. It will be a big,
noisy, happy day.
A little later, trains will be run
ning clear through to Enterprise and
Joseph. Euglnes will be pulling th
products of Wallowa's rich soli to
market. Farmers will know for the
first time what a cash market means.
Tens of thousands of acres of fertile
land will be farmed for the first
time next ye.ir. Long trains oi
cross-barred cars will bear to mar
ket before snow flies, the fat, sleeV
cattle, and tender, well flavored
lambs, that have made "the Wallowa
country'' famous everywhere west
of the Rockies for the last 20 years.
In all the continent, from Halifax In
Blue No3o land to San Diego in
3reaser country, there Is no meal
o compare to the juicy steaks oi
iteers or legs of lambs that were
fattened on the succulent and nutritl
3us grasses of "the Wallowa."
Then comes the real welcome tc
the railroad: The welcome of heart
and hearth and home, not only here
In "the Wallowa" to which stee
rails and iron horse bring added op
portunity, but by the outside work
.hat will live so much better because
jf our products and so much happle.
because of access to the incom
parable scenery of "the beautiful
Wallowa."
THE SPIRIT THAT WINS.
The one-sided result of the specla
city election to vote water bonds ii
.ndlcative of the u lanimity wltl
which this town acts when a prop
jsltion is salt.ed. There may be dif
erencej of opinion as to methods
nd means, but when those are one
.d us ted the work in hand is pei
.'ormed with neatness and dispatch.
The leadership among Wallow
county towns was not thrust upo.
Snterprlse. It was gained by the en
srgy, perserverance and public splrl
)f its citizenship made effective bj
in t ted and harmonious action. .
The new waterworks, if It half ful
'llls the hopes of Its sponsers, wll
aelp build a larger and better En
.erprlse, by removing the only hln
lrance to the unity of our citizens
in d the only handicap to efforts foi
.he advancement of this city.
In the multitude of new things,
luch as railroads, waterworks am
courthouses, don't forget the coun
y fair to be held next month at Wal
owa, and remember especially thai
.he success of the fair depends upon
four going not empty-handed. Take

GROWTH OF SOCIALISM.
Ernest Poole, In American Magazine
When a political party has wot
.he support of 20,000,000 of people
hroughout the civilized world, it It
Ime that Its point of view, its alms
uid Its methods be studied.
The Socialist parties of Europe
ire now minority powers. At pres
;nt they have 32 men in the Brit
.ah house of commons, 54 in the
French chamber of deputies, and 41
in the German relchstag; in the oth
ir national bodies: Austria, 87; It
ily, 25; Norway, 17; Sweden, 15; Fin
land, 80; Denmark, 34; Belgium, 20;
md to the Russian second doumi
they sent over 90 men. Their act
lal vote in all countries Is already
10,000,000.
Is the same growth to take place
in America? Shall we see socialist
representatives in congress as in the
house of commons? Their recen
growth seems pointing that way.' Ir
1888 they cast only about 2,001
votes; in 1900 it had swelled to ovei
100,000; In 1902 It rose to 229,762;
In 1904 it reached nearly 450,000; in
-he last four years the number o
.lues-paying members has more thar.
doubled again, and it seems not im
probable that their vote will be close
to a million this fall.
STATE FAIR NOW OPEN;
LIVESTOCK 3HOW SOON
Portland, Sept. 14. The Portlanc
Country Club and Livestock show
opens next Monday and continues
all week. It will be the largest
showing of livestock ever gatherec
together at one time ln the Pacific
Northwest, not excepting the marve
lous exhibit at the Lewis and Clarl
exposition. The speed contests wll
be extraordinary; the great mile
track Is without a parallel on the
American continent; the transporta
tion facilities to and from the
grounds will he excellent, , as both
steam and electric roads will carry
their thousands. The beautiful am pi
theatre built upon steel trusses, the
first of Its kind ln Oregon, Is al
ready completed.
The state fair opens today undei
most favorable auspices. The build
ings and grounds are In "apple-pie"
order, and exhibits In all department?
superior.
The managers of the Golden West
and American Industries exposition,
to be opened at Earls Court, London,
May 1, 1909, and continue for si:
months, have asked the co-operatioi
of Oregon through Governor Cham
berlain. It la the first industrial ex
position of this character held sine
1887. The business carried on be
tween the United States and the
United Kingdom comprises one fiftl
of the entire commerce of the world,
and It Is constantly Increasing. I
la expected that this exhibit wll
bring together all the present-day
achievements in science. Invention,
handicrafts and trades ln the United
States. '
