THURSDAY, JULY 30, 1903. j TRIP TO THE NORTH COUNTRY A journey through the North Coun try ul this time of year is Impressivt and convincing of the resources ant steady iiiluiiceinc!it of that grea section of Wallowa county. The fields of ripening grain, though it i. declared the troys this exceptiona year are way below the average, ar. splendid in their promise of a goldei harvest. Tlie chared land, as eve; a novice may s-je, forms but a smal fraction of the cultivable area. Thi clearing of the land has heretofori been an expensa. Hard work wit! but little pay for it, except the farn that is made by that labor. Here after, with railroads furnishing mean: of marketing the lumber, the makinf of farms will itself be a highly re munerative Job. And when the lam is allcloared, it is a very reasonabW estimate that one million bushels o' wheat alone will be exported frorr the "North Country." The M. P. Miller Road. The M. P. Millar road from Wal Iowa to Sled Springs is now at iU bust, and a trip over it is at leas convincing that the contractor, Jone Trump, did a lot of work for th money. .Miles and miles of heavj grading, rip-rapping or rock cuttini is evidence of tho economical expen dlture of the $3,300. The made roa the first half of the distance, malnl; along south and east hill sides, Is it good condition. . The climb up out o: Whisky creek may be an Improve mont over the old road through Leap but it is certainly a long and stee pull. From the top of the hill t Slod, thero Is room tor big improve ment in the road bed, mainly the lm provement tliat years of travel onl.i can bring. In the middle of July l1 was still soft In place3. Sled Springs. Mr. and Mrs. S. D. Conner have again assumed the management ol their Slod Sprl lgs Hotel property nnd have about all the custom they can handle. Scores of teams pasr up and down the road in front o" tho hotel, the only road to the Nortr Country. The Rod Plr Springs prop erty is lenantltHs; 'tis said the own er Is up in Washington. Flourishing Flora. Flora, the central and largest towt. of tho North Co.iutry, is on a boom It is not a real estate or hot ail boom hut u genuine building boom the best thing that can happen f town. The Improvement note has been struck, und about everyone U building an addition to his residence or buslnos property and new build lugs are going up, chief among which of course is the flouring mill. Tlu site for tlie mill was most happil chosen on a knoll a block south ot Austin's store. The foundation is Partly In, and nearly all the materia. Is on the ground. The lumber h awaiting the arrival of a planer thai will bo set up as soon, as It arrives in from Klglii. Tho engine and mil are now ou tho ground, and the ex port miller, .Mr. Markham of Nebras ka, will superintend the oreetion a'td Installation of the machinery. A fine big spring will furnish all the watei needed for the hollers and then some Tho building Is being erected by a stock company, nnd It speaks wei: for tho wealth and progresslvenesi of the community that an undertak lug of this nmwltudo has been finan cod solely by the home people. The mill will bo a hi thing in every way both for Flora and the North Coun try. Another big improvement is the ad dition to Mrs. Austin's Farmers' Ho tel property, that will give sleeping accommodations for over a score of people. A new meat market is about to be established. Dr. Gilmore is go ing to build a new home and office, and there are many minor improve ments being made. The business houses of Flora art away ahead of the size of the town Lincoln Austin has bought ou George Clark and now Is sole ownei if that general merchandise store He enjoys a nice trade. The Im mense stock of Eaker & Drake at tracts buyers for many miles. Thej are putting out lots of harvestinr machinery. This firm is the first tr order a carload over the new ral' road .and it is promised to be de llvered on a sidetrack in Wallow: valley early in September. (Continued next we3k.) NEWSPAPER ADS EST. New York i .. discovered that To ojr cent n -nose who attend the parformanc are Induced to visit the thaatre b. tlie newspaper ads. C. All last week slips of papei vere distributed to the auditors o! vhich they were asked to designate what had attracted them to hte play louse. The printed requests were: "What attractad your attention U he fact that Mr. McAllister is ap ear!ng in Huitig & Seamon's?" "Did you read it in a newspaper. Jid you see it on a moving wagoa'i Dr a man carrying a sign? Was It b; neans of a postal card? Was it b uearsay? If not by any of these means, please state what Inducer" ou to come." Practically every one who receive t slip of paper told what had a' xacted him or her to the play louse, and a count of the slip; ihowed that more than 73 per cent of the audience had been attracted )y the newspaper advertisements. "This shows conclusively," Gre leker said, "that we make no mis ake in giving the bulk of our appro priation for advertising to the news apers." DESTROY THE THISTLES. In last week's News Record was an article from the La Grande Oh 'erver telling of the action of the jounty court of Union county in re sard to obnoxious weeds. The road mpervisors are required to cut them n the roads in their districts, and ilso to notify owners of land to de Hroy the thistle a, cockles, mustard 3tc., under penalty of having It done by the county at the property own ars 'expense. Some such action should be takan it once in Wallowa county. The roads and-fields are covered with -histles and if allowed to go to seed, iext year's crop will be that much harder and more expensive to gat id of. Some people oppose action ha cause it would be expensive. The an swer to that is, it must be done jooner or later, and it can never be ione In the future as cheap as it can be done now. Like spraying fruit trees a day's work this saason saves, five days' labor next season THE WALLOWA G0UINTY HIGH SCHOOL Will open for the year, September 7, 908. Instruction will be given in the Classical, Scientific, English and Commercial courses in accordance with the Teachers' Manual and Course of Study which will be mailed upon application. STATE REVENUE FROM FORESTS INCREASED In addition to the benefits secure: by fire protection and by regulation; which control the usa of timberlaru. and range so as to insure per man en supplies for local wants, the state having National Forests now receive under the new Agricultural Appropri ition bill 23 per cent of the gross proceeds derived from the sale o National Forest resources. Thi. amount, according to law, goss tc jffset any losse3 to the states .hrough withdrawal of fore3t areas rom taxation, and is devoted to pub ic roads and schools. Several years ago complaints wort nade that the withdrawal of timbe. ands for forest purposes reduced the axable areas of the states in which viihdrawals were made. The For ;st Service, quick to see the jas'.iee f these complaints, recommended a irst that 10 per cent, and later tha. :5 per cent, of ths gross proceadt rom the National Forests should hi )aid to the states. As a result, thi .lates are assured of school ani oad funds, doubtless more 'certainly nan they otherwise could have heea dnce the permanence of the Fores esources is now secured by conser ative management. Had the For .sts never bean established their re .ources would undoubtedly have bean xhausted by haity and improviden, tiethods of exploitation, leaving thi and wasted and unproductive. j LAW REQUIRES FENCES ' KEPT IN GOOD REPAIF Amendment to Sec. 4346, Codes ant Statutes of Oregon.
