FILES PAPERS
AT SALEM
Judge J. W. Kuowlcs bus filed with
the secretary of state his declaration of
intention to become a candidate for the
republican nomination of circuit judge
of the Tenth Judicial district, at the
primary election to be held April 17.
He announces as ids declaration of
principles that, if elected, he will faith
fully and impartially perform the duties
of the office, and that he favors a rigid
enforcement of all laws. La Grande
Observer.
Oregon Scout: D. W. Sheahan of
Enterprise announces hirrself a dem
ocratic candidate for the office 'of Dis
trict Judge? Mr. Sheahan had a large
numlier of indorsements for the ap
pointment - when this district was;
created. The judge is well known to 'and Rock Island in what is knowu' as
our people having studied his profession . the Military Tract, where nearly every
in the law office of J. W. Shelton over acre of farm land is worth today from
twenty years aso. He has an extensive $100 to $125 In every county except
law practice in Wallowa .county and has, Hancock where the soil is if anything
been established there longer than any , richer and produces more bountifully

Cully. .Itis rumored another Joseph war uutil two years ago when a court
man and a Wallowa man of prominence , ""P6 was finaly erected in Carthage
will come out for commissioner.
Thrg. Rich who is seeking the Dem
ocratic nomination for assessor, is post
master at Fruita aud a fruit raiser and
cattleman who is well known over the
county from his school teaching days.
Tom has lots of friends who will aid
him iu his candidacy.
Frank V. Bowman of Jowrh ic a
young man said to b thoroughly
qualified for the office of sheriff. He is
a candidate for the Republican nomin
ation for that office, and has a business
like way of going about it that indicates
tlie other fellows will know they have
been iu a race.
The great North Country is asking
for a place on the Republican ticket for
C. H. Allen as nominee for assessor.
Mr. Allen" is principal "of the Flora
schools and liaa very decided opinions
on the question of assessing. His
platform is a square deal for all.
. Arthur II. Rudd is the only candidate
eo far for the Republican nomination
tor surveyor. He ia a young man of
vtibility in his chosen profession, a grad
uate of splendid engineering schools,
and has been in demand since locating
in this county both for land and mining
survey work.
C. J. Yager of Lout Prairie, who was
In. Enterprise g few weeks ago, knows
from experience what a county seat
fiirht means and be hopes Wallowa;
county will be' spared the afflictiop,
which is worse than recurring blight
on crops or a deadly epidemic among
live stock. Mr. Yager came to Wal
lowa county 23 years ago from Han
cock county, Illinois. Hancock is the
largest and most fertile county of all
the wonderfully rich shires that border
the Mississippi river between Quincy
where the county seat lias always been
located iu spite of a desperate, contin
uous struggle by Warsaw, on the west
border of the county, to have it moved.
The tight had nothing back of it ex
cept Warsaw town jealousy aud War
saw money, and while not strong
enough to move the county Beat, was
strong enough by industrious circula
tion of lies to prevent the building of a
court house. The favorite way was
the political faction dodge, and by
ascribing all unpopular legislation
by county officials to Carthage, though
there hadn't been a Cartilage man
elected to office in years. Every dis
appointed office seeker was turned into
a howler against Carthage by Warsaw
tiinnev or other influence. The con
sequence is that iu that big diversified
agricultural county or 3o,uw popula
tion there is not a town of 2300 inhab
itants; no home market for produce;
mid such a feeling of hostility that
west Hancock men will hardly speak
to east Hancock men. Iu neighboring
counties, Warren, MoDonough, Adams,
are large and flourishing cities, furnish
ing good home markets for produce
and fruits, poultry and eggs, hay and
grain, and raising the value of the land.
Well may Mr. Yager pray that Wal
lowa county will be spared such a
curse, and hope that enough patriots
will be fouud in June to look above
