Tuan SLl Kai, whose dismissal from his post of grand councilor caused a greet sensation in China, as been con sidered a friend of reform, of friendly relations with foreign powers and of a progressive policy generally. The ac tion taken toward him by the new government under the prince regent has been interpreted as endangering the peace, and it has been feared that It la the precursor of the adoption of an anti-foreign policy by the govern ment of the empire. The government ia understood to base its action in the case of the grand councilor on repre sentations that be was engaged in an intrigue against the throne. It Is said its impeachment was framed on charges against Yuan Shi Kal in con nection with the coup d'etat of 1898. when the regency of the dowager em press was restored and a reactionary poUcy inaugurated. The flight of Kang Yu Wei. the reformer, occurred at this time.
