The provision &1 government of the Irish free state Is now a functioning body. Final formalities of approving the treaty with England were carried out when, after a historic meeting In the Mansion House of representa tives of the southern Irish constita encles, who formally ratified the treaty, Earoona J. Duggan took to Dublin cattle a copy of the treaty Igned by the members of the new government. Sixty-five members, elected to sit In the house of commons In southern Ireland, attended the morning meet ing. No women representatives nor any other adherents to Eamonn de Valera, republican ex-presldent, were present. First on the list of eight men ap pointed as constituting the provision al government Is Michael Collins, and It was assumed he will be made the nominal head. At a matter of fact, however, the correspondent Is authoritatively Informed that Ar thur Griffith, ex-presldent of the Dall and chairman of the delegation that negotiated the treaty, will be looked to at Its supreme authority. Grlfflth'i Position Peculiar The position of Mr. Griffith is one of peculiar difficulty. Aa presi dent of the Dall that Is, the Irish republic be occupies the same posi tion as did Mr. de Valera and during treaty debate In the Dall, Miss Mary MacSwiney and Erskine Cbilders de manded that he keep his two offices of republican president and head of the new administration distinct. Miss MacSwiney, Mr. Chllders and others of the republican party also stressed the necessity of keeping the Irish republican parliament under authority only of the Dall. It was regarded as significant, therefore, that neither Mr. Griffith nor Richard Mulcahy, the Dall's new minister of defense, has a nominal placs in the new administration. Ministers ap pointed to administer the provisional government Include, with two or three exceptions, all the members of Mr. Griffith's republican cabinet.
